A. 
There shall be a Board of Trustees of the Ira F. Harris Lecture Course Fund, consisting of three members who shall serve without pay.
B. 
The members of the Board of Trustees shall be the Mayor, or his or her designee, as Chairman, and two persons chosen by the Board of Aldermen. Of the persons chosen by the Board of Aldermen, one shall hold office until January 1, 1939, and the other shall hold office until January 1, 1940. At the expiration of their respective terms, and annually thereafter, the Board of Aldermen shall choose a member of the Board of Trustees who shall hold office for two years. Appointments to fill a vacancy shall be only for the unexpired term. No person shall be a trustee and a member of the Board of Aldermen at the same time.
The Board of Trustees shall have the general management and supervision of the Ira F. Harris Lecture Course Fund and shall perform its duties in accordance with the provisions of the fifth clause of the will of Mary Proctor Harris, which is on file at the Registry of Probate for the County of Hillsborough. The Board of Trustees may establish such rules and regulations as it thinks proper for the care and proper management of the fund. Such rules and regulations, however, shall not conflict or be inconsistent with the conditions upon which the fund was given.
At the end of each year, the Board of Trustees of the Harris Lecture Course Fund shall make a detailed report of its activities for that year to the Board of Aldermen. The report shall be published with the report of other municipal departments.
