A. 
A Personnel Advisory Board is hereby established, consisting of three persons appointed by the Mayor, one to serve a one-year term, one to serve a two-year term, and one to serve a three-year term. The term of each initial member shall begin on the date of appointment, and thereafter the terms of succeeding members shall be for a period of three years, beginning on the expiration date of the term each individual succeeds. There shall also be an alternate member of the Personnel Advisory Board who shall serve for a three-year term.
B. 
Appointments shall be made by the Mayor on the basis of qualifications in the areas of industrial relations, personnel administration, general business and/or law.
C. 
The board members shall serve without pay.
A. 
The purpose of the Personnel Advisory Board shall be to provide the Board of Aldermen with professional advice in employee relations, human relations, personnel policies and related matters. The Board shall be nonpolitical and advisory in its capacity and render its recommendations on a fair and just basis with due concern for the welfare of the City and the City's employees. All recommendations concerning new policies shall be subject to the approval of the Mayor and Board of Aldermen.
B. 
The Board may be called upon to assist in other related matters as determined by the Mayor and Board of Aldermen.
