As used in this article, the following terms shall have the meanings
indicated:
Every pedalled vehicle propelled solely by human power, upon which
any person may ride, except a child's tricycle and similar devices.
A.
Every person riding a bicycle upon a roadway shall have all of the rights, and shall be subject to all of the duties, applicable to the driver of a motor vehicle by Chapter 320, except as to special regulations in Chapter 320 and except as to those provisions of Chapter 320 which, by their nature, can have no application.
B.
Every person operating a bicycle upon a roadway shall
ride as near to the right side of the roadway as practicable, exercising due
care when passing a standing vehicle or one proceeding in the same direction.
C.
Persons riding bicycles upon a roadway shall not ride
more than two abreast, except on the paths or parts of roadways set aside
for the exclusive use of bicycles.
D.
Wherever a usable path for bicycles has been provided
adjacent to a roadway, bicycle riders shall use such path and shall not use
the roadway.
A.
No person shall ride a bicycle upon a sidewalk within
a business district.
B.
No person 13 or more years of age shall ride a bicycle
upon any sidewalk in any district.
C.
Any person under 13 years of age riding a bicycle upon
a sidewalk shall yield the right-of-way to any pedestrian and shall give audible
signal before overtaking and passing such pedestrian.
A.
Any person operating a bicycle shall obey the instructions
of official traffic-control devices applicable to motor vehicles, unless otherwise
directed by a police officer.
B.
Whenever authorized signs are erected, such as no right
or left turn or U-turn, persons operating bicycles shall obey the direction
of the sign, except where a person dismounts from the bicycle to make any
such movement, in which event such person shall then obey the regulations
applicable to pedestrians.
No person shall park a bicycle upon a street other than upon the roadway,
parallel to the curb, or upon the sidewalk in a rack to support the bicycle,
or against a building, or at the curb, in such manner as to afford the least
obstruction to pedestrian traffic.
A.
All front-mounted carriers shall have a design capacity
of and be used for the transportation of infants weighing not more than 30
pounds.
B.
All rear-mounted carriers shall have a design capacity
of and be used for the transportation of infants weighing not more than 40
pounds.
C.
All carriers shall be installed in accordance with manufacturer's
instructions.
No parent or guardian of a minor shall authorize or knowingly permit
the child to violate any provision of this article.
A.
It shall be unlawful for any person to remove, deface,
change or cause to be removed, obliterated, defaced or changed any factory
serial or other identification number or mark on any bicycle.
B.
It shall be unlawful for any person to operate a bicycle
on any way within the limits of the City during the period from 1/2 hour after
sunset to 1/2 hour before sunrise unless the operator shall display on his
bicycle a lighted lamp on the front of the bicycle and a tail light or reflector
on the rear.
C.
It shall be unlawful for any owner or operator of a bicycle
to leave it unattended unless locked with an effective locking device. Any
bicycle found unattended and unlocked shall be impounded by the Police Department.
D.
It shall be unlawful for more than one person to ride
on a bicycle unless it is a tandem bicycle equipped with two sets of handlebars,
two sprockets and two seats, or unless the additional rider occupies a seat.
E.
No person operating a bicycle shall carry any package,
bundle or article which prevents him from keeping both hands upon the handlebars.
F.
No person riding upon any bicycle shall attach the same
or himself to any motor vehicle upon a roadway.

Each operator of a bicycle who violates the provisions of this article
may be given a notice of the violation by any police officer who discovers
such violation, and the operator may, on or before the closing of the next
business day following the receipt of such notice, pay to the District Court,
Traffic Violations Bureau, as a penalty for and in full satisfaction of such
violation, the sum of $3. Any operator who fails to make payment within 24
hours shall, upon conviction thereof, be subject to a fine of not more than
$25.

As used in this article, the following terms shall have the meanings
indicated:
Every vehicle propelled solely by human power upon which a person may ride, and shall include skateboards, in-line skates, roller skates, unicycles, scooters, and all other similar devices, except bicycles, which are regulated by Article I above, and wheelchairs, young children's tricycles, and similar devices used to transport young children.
It shall be unlawful for any person to use or ride a skateboard, roller
blades or similar device upon the following:
A.
Sidewalks and public ways within the Main Street business
district from Library Hill to Globe Plaza, including one block east and west
from Main Street.
B.
Public places set forth below: Downtown parking lots,
City parking garages, City Hall Plaza, Library Plaza, 14 Court Street, the
bus terminal area, and Elm Street Junior High School.
Each operator of a skateboard, roller blades or other similar device
who violates a provision of this article may be given a citation by any police
officer who discovers such violation and, upon conviction thereof, shall be
subject to a fine of not more than $25.
