GENERAL REFERENCES
Subdivision and site plan procedures — See Ch. 190.
The purpose of this chapter is to provide standards for street and building
identification in public and private developments and complexes in order to
ensure their expeditious location by police and fire officials in times of
emergency.
For purposes of this chapter, the following terms shall have the meanings
indicated:
Includes either existing or dedicated public streets, private streets
or private driveways leading to a cluster or group of buildings.
At the time of preliminary subdivision or site plan approval by the
City Planning Board, all proposed street names or designations shall be checked
for approval with the street names currently on file in the City Engineer's
office. Submitted names which are similar to existing street names or designations
will not be approved.
A.
Issuance of a building permit by the Code Official shall be contingent
upon the owner agreeing to install, within five working days of the initiation
of construction, temporary street signs in conformance with the following
specifications:
(1)
Color: White letters on a green background.
(2)
Size: Sign letters shall be at least four inches in height
and the sign a minimum of six inches in height with a maximum sign height
of 10 inches.
(3)
Height from ground: Signs shall be at the top of a post
no lower than seven feet and no higher than eight feet from the ground.
(4)
Visibility: Signs shall have the street name on both
sides and shall be located within 10 feet of an intersection and parallel
to the street they identify. Signs shall be located to ensure that they are
not obstructed from view by any natural or man-made object or feature, natural
elements or weather excepted.
(5)
Material: Signs and posts shall be constructed of wood
or metal and fixed to the ground in a vertical position. Paper and cardboard
signs are excluded.
(6)
Maintenance: The owner of the development or his agent
shall be responsible for the maintenance of all signs required under this
section.
B.
Exception. The provisions of this section shall not apply
to shopping malls, shopping centers or recreational buildings which have or
share a common area for vehicular movement if the name of the facility is
clearly identifiable from a public street.
Permanent street signs are subject to the following procedures and standards:
A.
Dedicated public streets. When the Code Official issues
a certificate of occupancy for the first building or buildings on a dedicated
public street, he shall immediately notify the Board of Public Works of such
action. The Board of Public Works shall, as soon feasible, install a permanent
street sign to current City standards.
B.
Private streets and driveways. Before the Code Official
issues a certificate of occupancy for the first building or buildings on a
common private street or driveway, the owner shall have installed permanent
street identification signs to the following standards:
(1)
Sign color: Signs should be of white luminous block-style
letters on a green background.
(2)
Size: Sign letters shall be at least four inches in height
and the sign a minimum of six inches in height with a maximum sign height
of 10 inches.
(3)
Height from ground: The sign shall be at the top of a
post of no less than seven feet nor more than eight feet from the ground.
(4)
Visibility: Signs shall have the street name on both
sides and shall be located within 10 feet of an intersection and parallel
to the street they identify. Signs shall be located to ensure that they are
not obstructed from view by any natural or man-made object or feature, natural
elements or weather excepted.
(5)
Material: Signs and posts shall be constructed of wood
or metal and fixed to the ground in a vertical position. This is meant to
exclude paper and cardboard signs.
(6)
Maintenance: The owner of the development and/or his
agent shall be responsible for the maintenance of all signs required under
this section.
C.
Exception. The provisions of this section shall not apply to
shopping malls, centers or recreational buildings which share or have common
area for vehicular movement if the name of such center is clearly identifiable
from a public street.
All multifamily, commercial, residential and industrial buildings shall
be clearly marked for identification as prescribed in the following sections:
A.
Multifamily buildings within complexes.
(1)
All buildings must be clearly designated by street numbers
or letters.
(2)
All numbers or letters used to designate buildings must
be a minimum of three inches in height and shall be Arabic numbers or block-style
letters.
(3)
All such numbers or letters must appear at both the front
and rear doors of all such buildings.
(4)
All identifying characters must be placed on the door
or near the door so as to be clearly visible from the public or private street
or driveway.
(5)
The owner of the development or his agent shall be responsible
for the maintenance of all building identification required under this section.
B.
Commercial or industrial buildings within complexes or
with more than one principal tenant per building.
(1)
All buildings must be clearly designated by street numbers
or letters.
(2)
All numbers or letters used to designate buildings must
be a minimum of three inches in height and shall be Arabic numbers or block-style
letters.
(3)
All rear exterior doors of such buildings shall be clearly
labeled with the above numbers or letters or may be identified with the name
of the commercial or industrial enterprise.
(4)
All identifying characters must be placed on the door
or near the door so as to be clearly visible from the public or private street
or driveway.
(5)
The owner of the development and/or his agent shall be
responsible for the maintenance of all building identification required under
this section.
C.
All other multifamily, commercial, residential or industrial
buildings.
(1)
All buildings must be clearly designated by street numbers
or letters.
(2)
All numbers or letters used to designate buildings must
be a minimum of three inches in height and shall be Arabic numbers or block
style letters.
(3)
All such numbers or letters shall appear at the front
door of all such buildings.
(4)
All identifying characters must be placed on the door
or near the door so as to be clearly visible from the public or private street
or driveway.
(5)
The owner of the building or development, or his agent,
shall be responsible for the maintenance of all building identification required
under this section.
Modifications of the requirements of this chapter may be granted for
the good cause upon written request to and written by the Fire Chief of the
City.
The overall responsibility for the enforcement of this chapter shall
be that of the Fire Department, utilizing such other agencies of the City
government as the Fire Commissioners, in their discretion, deem appropriate.
