A. 
No person shall put or place, or cause to be put or placed, in or on any street, lane, alley, sidewalk or other public place any house dirt, ashes, garbage, shreds, shavings, filth, suds, offal, oyster shells or other rubbish, except in such place and in such manner as the Board of Public Works may prescribe.
B. 
No person shall tip over, handle or remove any rubbish or waste placed in barrels, rubbish cans or boxes upon any street, lane or alley except as under the direction of the Board of Public Works.
No person shall suffer any firewood, coal or other fuel, in any quantity, to remain unnecessarily on any sidewalk, or in any street, lane or alley. If such fuel must of necessity remain after twilight or through the night, the owner thereof shall place and keep a sufficient light over or near the same in order to give notice thereof to travelers and passengers, and thereby prevent injury to them.

A. 
No person shall by himself or by his agent or agents throw, push, blow or put any snow, ice, or yard debris, including but not limited to leaves, branches, and grass clippings, into the right-of-way of any way, street, lane, alley, or sidewalk. This section shall not apply to the following situations:
(1) 
Placement has been directed or requested by the Division of Public Works; or
(2) 
Cleanup or collection of material is simultaneously occurring.
B. 
Any person who shall violate this section shall upon conviction be subject to punishment as provided in § 1-12.
No person shall move, or assist in moving, any house, shop or other building through any street, lane, alley of over any bridge without first obtaining a written license therefor, as provided in § 285-9.
No person shall place, establish or maintain any gate or door, driving gates excepted, in his or her fence, store or dwelling house, or place of business, in such manner that it will swing into, upon, across or onto any sidewalk in or on any public street, avenue, lane or alley, unless the gates or doors shall be made in such a manner as to be self closing.
No person shall make any excavation or otherwise disturb any edgestone which has been set under the direction of the City, in any public street, without a permit signed by the Board of Public Works.
A. 
No person shall permit or suffer a well, cistern or drain in any street, lane, alley or sidewalk in the City to be or remain open or uncovered unless enclosed by a strong safe curb, guard or fence.
B. 
If any person shall dig or sink or cause to be dug or sunk, or leave uncovered, or cause to be left uncovered, any well, cellar, cistern, drain or other cavity in the ground, near to or adjoining any street, lane, alley or sidewalk in the City, he shall put up and at all times keep up, so long as it may be necessary for the purpose, a railing or fence on or near the line of such street, lane, alley or sidewalk, sufficient to guard and protect travelers and passengers from falling into such well, cellar, cistern, drain or other cavity in the ground, or being injured thereby.

Except to take emergency measures necessitated by an unforeseen breakdown and necessary to render a vehicle operable, no person shall perform repair or maintenance work upon any motor vehicle while such vehicle is parked upon any street, lane, alley, sidewalk or other public place.

Any person who shall violate any provision of §§ 285-26, 285-27, or 285-29 through 285-32 of this article shall be subject to punishment as provided in § 1-12.
