The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
Parking of trucks designed and used for transportation of volatile and flammable liquids or materials.
(1) 
The standing or parking of loaded or empty vehicles designed and used for the transportation of gasoline, fuel oil, kerosene, petroleum or any other highly volatile and flammable or highly explosive liquid or material on any street in the city is hereby prohibited.
(2) 
Nothing herein contained shall prevent the standing or parking of such vehicles on any street in the city for a reasonable length of time for the purpose of making delivery of any material being transported by such vehicle.
B. 
Parking within marked spaces. Where parking spaces have been designated and marked either on public streets or in municipal parking lots, it shall be unlawful to park a vehicle outside or across the lines of the marked parking space.
C. 
Overnight parking.
(1) 
It shall be unlawful for any person to park or cause or allow to be parked any motor vehicle on the front lawn or within the curbline of residential property for the purpose of overnight parking, except that such parking will be allowed in the evening, from 8:00 p.m. to 7:00 a.m., and that parking is restricted on the street adjacent to such property if said property has no driveway.
(2) 
It shall be unlawful for any person to park or cause or allow to be parked a trailer, as defined herein, or a boat upon any street or public parking lot or in any front lawn within the City of Hornell between the hours of 2:00 a.m. and 6:00 a.m. A "trailer" includes any vehicle, not propelled by its own power, which can be drawn on a public highway by a motor vehicle, as defined in § 125 of the Vehicle and Traffic Law of the State of New York.
D. 
No vehicle shall be parked with its curbside tires being more than 12 inches from the existing curb.

E. 
No vehicle shall be parked with its left- or driver-side tires nearest the curb.

A. 
No person shall stop, stand or park a vehicle, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic-control device, in any of the following places:
(1) 
On any of the public sidewalks of the city or between any sidewalk and curb line.
(2) 
In front of any private driveway in such a way as to obstruct entrance to the driveway.
(3) 
Within 25 feet of the intersection of any street, when properly posted as recommended by the Chief of Police and approved by the Board of Public Safety.

(4) 
In any designated taxicab stand or bus stand, except by vehicles authorized to use such stands.
(5) 
On any crosswalk.
(6) 
On any bridge.
(7) 
In any safety, loading or no parking zone, or space, marked off or designated by official traffic signs, signals or markings.
(8) 
Within an intersection.
B. 
After the effective date of this amendment no motor vehicle shall be repaired while parked on any public street, public parking lot, lane or alley within the city. This amendment shall not prohibit emergency repairs of any motor vehicle which becomes disabled while being operated on any public street, public parking lot, lane or alley, and repairs are necessary to permit the vehicle to be driven or towed off such public street, parking lot, lane or alley.

A. 
Any vehicle or trailer registered with any state as a commercial vehicle having a gross weight per axle exceeding 10,000 pounds, with a width exceeding 84 inches, shall be deemed a vehicle for the purposes of this section.
B. 
It shall be unlawful for said vehicles to park on any street in the City of Hornell which is located in a residentially zoned neighborhood between the hours of 5:00 p.m. and 8:00 a.m.
C. 
Nothing herein contained shall prevent the standing or parking of such vehicles on any street in the City of Hornell for a reasonable length of time for the purpose of making delivery of any material being transported by such vehicle.
D. 
Any vehicle parking within any residential area within the City of Hornell shall be subject to a fine of $50.00.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§ 300-58), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 300-59), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 300-60), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 300-61) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 300-62) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§ 300-63) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§ 300-64) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
A. 
Parking spaces shall be designated for any person who has any one or more of the following impairments, disabilities or conditions which are permanent in nature:
(1) 
A person who has limited or no use of one or both lower limbs.
(2) 
A person who has a neuromuscular dysfunction which severely limits mobility.
(3) 
A person who has a pulmonary or cardiovascular condition which limits mobility or severely limits the individual's activities in the open air.
(4) 
A person who has a physical or mental impairment or condition other than those specified above but is of such a nature as to impose unusual hardships in utilization of public transportation facilities, when such condition is certified by a physician duly licensed to practice medicine in this state as constituting an equal degree of disability (specifying the particular condition) so as to prevent the individual from getting around without great difficulty.
(5) 
A child with any one or more of the impairments or conditions listed above.
B. 
The locations described in Schedule XIX (§ 300-65), attached to and made a part of this chapter, are hereby designated as reserved for the use of handicapped persons.
C. 
The areas designated as parking spaces for the use of the handicapped shall be designated by signs and markings on the pavement to indicate that such areas are set aside for the use of the handicapped.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XX (§ 300-66), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XXI (§ 300-67), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXII (§ 300-68), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXIII (§ 300-69), attached to and made a part of this chapter, are hereby designated as bus stops.
