A. 
The definitions set forth in Title 25 of the Pennsylvania Code at Chapters 71, 72 and 73 shall apply when the words and terms defined therein are used in this article.
B. 
When used herein, the singular shall include the plural.
C. 
Definitions. As used in this article, the following terms shall have the meanings indicated:
DEPARTMENT
The Pennsylvania Department of Environmental Protection.
PERSON
An individual, association, public or private corporation for profit or not-for-profit, partnership, firm, trust, estate or other legal entity which is recognized by law as the subject of rights and duties. The term includes the members of an association, partnership or firm and the officers of a private corporation for profit or not-for-profit.
SEWAGE FACILITIES
A community sewage system, a community on-lot sewage system, a community sewerage system or a large volume on-lot sewage system as those terms are defined in Chapters 71, 72 and 73 of Title 25 of the Pennsylvania Code.
STANDARDS
The Franconia Township Standards for Pumping Stations and Waste Water Treatment Plants.
TOWNSHIP
Franconia Township, Montgomery County, Pennsylvania.
Whenever a revision to the Franconia Township Sewage Facilities Plan has been approved by the Department to authorize installation, operation and maintenance of a sewage facility as defined herein, the sewage facility shall be installed, maintained and operated in compliance with the Standards adopted by this article.
The Standards for Pumping Stations and Waste Water Treatment Plants are incorporated in and made a part of this article by reference thereto.
In addition to compliance with the Standards, before installation of a sewage facility, the person proposing the sewage facility shall evaluate any contiguous service areas as requested by the township and prepare and present to the township an economic feasibility study which projects the costs of operation and maintenance of the facility, the number of actual and potential users based upon equivalent dwelling units (EDU) and the probable annual cost per EDU. The probable annual cost per EDU shall be consistent with the average cost per EDU charged by the following surrounding municipalities: Franconia Sewer Authority, Hatfield Township, Lower Salford Township, Towamencin Township, Souderton Borough and Telford Borough.
