A county free library system shall be and the same is hereby authorized and established for the use and benefit of the residents of this county. The management and control of said library system shall be vested in a Board of nine (9) trustees appointed by the Board of Supervisors of Rappahannock County, Virginia, pursuant to § 42.1-35 of the Code of Virginia, as amended.
The trustees shall manage and control the library system in accordance with Chapter 2, Title 42.1, of the Code of Virginia.

By authority of §§ 14.1-133.2 and 42.1-70 of the Code of Virginia, the following sums shall be assessed as part of the costs in the following types of actions in the Circuit Court, the General District Court and the Juvenile and Domestic Relations District Court:

B. 
In civil actions the law library fee shall be collected upon the filing of the action.
C. 
In criminal and traffic cases, the courthouse maintenance fee shall be collected when the defendant is:
(1) 
Charged with the violation of any statute or ordinance; and
(2) 
A finding of guilty or not innocent is made or the Court directs that costs be paid.
D. 
All such fees collected shall be paid to the Treasurer of Rappahannock County to be distributed as directed by the Board of Supervisors.
