Pursuant to provisions of the Basic Building Code of the State of Connecticut, the following permit fee schedule for all new construction, additions and alterations to existing buildings or structures, including all plumbing, heating, electrical, air conditioning and all items specifically listed in said permit fee schedule, is established.
The fee is to be submitted at the time the application is made. An additional charge will be made to cover the installation of the sewage disposal system in new construction. (See Chapter 166, Fees, Article I, Schedule of Fees.) All licensed mechanical contractors must obtain their own permit before work is to begin.
In addition to the one plan review fee covered by the building permit fee, the building permit fee covers up to six inspections. Required inspections are temporary electric service; footings; rough electric, heating, ventilating and air conditioning (HVAC), plumbing and framing; insulation; permanent electric service and final. Each separate trip to the site will be deemed a separate inspection. Additional inspections shall be $25 per inspection.

A. 
Calculated values. The cost of all residential and commercial building permits, including all trades and demolition permits, shall be based on calculated value. The calculated value shall include labor and materials.
(1) 
First $1,000 of value: $50.
Each additional $1,000 of value: $12.
*Minimum fee of $50 applies
(2) 
State fee/$1,000: $0.26.
B. 
Fees include related expenses. Fees include certificate of occupancy ("CO"), certificate of approval ("COA") (when CO is not required), code compliance/safety inspections, and reinspections.
C. 
Value calculation policy. Land Use staff shall review values submitted by a contractor/owner to determine if values are in compliance with the value calculation policy, a copy of which policy shall be available for review at the Land Use offices and on the Town website. Value calculations shall be a policy established by the Board of Selectmen with recommendations by the Building Official. The policy may be revised by the Board of Selectmen with recommendations by the Building Official, based on market fluctuations.
D. 
Withdrawn application. If an application is withdrawn, 30% of the fee collected at the time of submission of the application will be forfeited to the Town, for administrative expenses. Requests for refunds of the remainder of the fee must be in writing addressed to the Building Official.
E. 
Penalties.
(1) 
A penalty fee of $250 will be assessed for any work done prior to obtaining a permit.
(2) 
A penalty fee of $25 will be assessed for any scheduled inspection if the work is not complete upon arrival of the Building Official.
