Editor's Note: This ordinance also provided that it is the intent
of the Town of Montville to review and analyze the needs and condition of
Montville's elderly and aging in relation to housing, nutrition, employment,
health, recreation, social services, transportation and other matters and
problems that are within the concern of the Town of Montville.
In order to establish these purposes, there is established a Commission
on the Aging.
A.
Said Commission shall be composed of seven regular members appointed by the Town Council in accordance with § C410 of the Town Charter.
B.
Each member shall be appointed for a term of three years; provided, however, the original appointments shall be as follows: three members eligible for appointment under § C410 shall be appointed for one year. Two members eligible for appointment under § C410 shall be appointed for two years, and two members eligible for appointment under § C410 shall be appointed for three years. Thereafter, appointments shall be for terms of three years; provided, however, that at any time that a vacancy is filled, the person appointed to fill the vacancy will serve for the remaining time left on the vacated term.
C.
Each member of the Commission shall serve without compensation
and shall be reimbursed for his or her necessary expenses with prior approval
of the majority of the Commission.
The Commission shall plan, coordinate, develop and implement programs
to meet the needs of the elderly and aging within the Town of Montville. The
Commission shall provide coordination and linkage of such plans and programs
among existing services. The Commission shall make recommendations for the
benefit of the elderly and aging from time to time to the Town Council. The
Commission shall, with the office of the Elderly Assistance Officer, review,
plan and coordinate services and programs for the elderly and aging within
the Town. The Commission shall use its best efforts to be aware of any federal,
state, local or private funds which may be available for assistance to the
elderly and aging and may recommend to the Town Council that the Town apply
for any available federal, state, local or private grants for the benefit
of the elderly and the aging. The Commission shall assist in developing policies
and guidelines for the services and programs for the elderly and aging in
the Town of Montville.
The Town Council may make appropriations for the use by the Commission
in carrying out its duties.
