There shall be an administrative department of the Town of Montville known as the "Recreation Department."
The Recreation Department shall be responsible for implementing and carrying out approved plans and programs recommended to the Town Council by the Parks and Recreation Commission.

The Department shall supervise and control all recreational programs in the Town and, except as provided in § C605 of the Charter, all parks, grounds and equipment used in connection therewith.
The Department is authorized to enter into agreements with the Board of Education for use of facilities under the control of the Board of Education and, subject to the approval of the Town Council, to pay reasonable fees for the use of such facilities.
Except as provided in § C503 of the Charter, the Mayor shall appoint and may remove a Director of the Recreation Department who shall be responsible for the efficiency, discipline and good conduct of the Department. The Director shall supervise assistants and employees and prescribe their duties. He shall exercise his powers and discharge his duties under the supervision of the Mayor.
The Director will be an ex officio member of the Parks and Recreation Commission without a vote.

Any salaries paid to the Director or other employees of the Department shall be established upon recommendation of the Mayor as provided in § C906 of the Charter.
