The purpose of this chapter shall be to promote public safety and convenience through the provision of a rational street numbering system whereby addresses may be identified with ease and speed, which is essential to the quick response of emergency services such as firefighting, police and emergency medical care.
The Town Engineer may, at his/her discretion and without notice, assign to each building, or part of a building other than an accessory building, a street identification number by which such building shall be known and may change such numbers and renumber such buildings or parts of buildings. It shall be the duty of the Town Engineer, whenever hereafter a new street or highway is laid out, to assign to the land abutting on such street or highway numbers at such measured intervals or distances as in the opinion of the Town Engineer the public interests shall require, and when buildings fronting thereon are completed for occupancy, the owners thereof shall affix such numbers to their buildings.
A. 
Whenever the Town Engineer, acting in accordance with the foregoing section, shall have assigned numbers to, or shall have renumbered, any building as aforesaid, he/she shall forthwith send to the owner or owners of each and all buildings fronting upon said street a written notice informing him or them of such numbering or renumbering and directing the said owner or owners to affix to such premises numerals indicating the number or numbers thereto assigned. It shall thereupon become the duty of the owner or owners to affix said number or numbers within 30 days after the sending of such notice.
B. 
It shall be the duty of the owners of all buildings existing at the effective date of this chapter, without prior notice, to affix numerals indicating the street identification number which has previously been assigned to such building by the Town or, if there is no record of such an assignment, the street identification number which has been customarily used for such premises.
A. 
Numerals used to indicate the street identification number of buildings shall be located on the exterior front of the building which they identify or on a post, sign, mailbox or other device located between the building and street. Such numerals shall be at least four inches in height and shall be of a color contrasting with the color of the background provided by the material to which they are affixed. When affixed, they shall be positioned not less than four feet nor more than 12 feet from the surface of the ground directly below them. The location and size of such numerals shall be sufficient to assure their legibility when the building which they identify is viewed from one or more points along the center line of the street on which it fronts between projections of the sides of such building intersecting more or less perpendicularly with said center line.
B. 
If a building is set back more than 100 feet from the center line of the street on which it fronts, or if numerals cannot be made legible from such center line because of obstruction, the aforesaid numerals shall be affixed to a post, sign, mailbox or other device which shall be located within 10 feet of the driveway entrance to the premises, but which shall otherwise conform to the specifications herein.
C. 
For buildings containing more than three dwelling units which have entrances from interior passageways, numerals shall be affixed within five feet of every door by which the building may be entered. Otherwise, the specifications and locations for such numerals shall be as for other buildings.
Whoever shall refuse or neglect to comply with the provisions of this chapter for more than 30 days after notice, as required in § 176-3, shall be fined $5 for each and every day of such refusal or neglect. It shall be the duty of the Town Engineer to report to the Town Attorney any case of such refusal or neglect at the end of 30 days after the issuance of the notice as provided in § 176-3.
