A. 
Refuse. The Town shall make available waste processing facilities for the disposal of refuse; such facilities may be located outside the boundaries of the Town. On and after the effective date of this chapter, all refuse whose collection is by municipality employees or municipal contractors or agents generated and/or collected within the boundaries of the Town, with the exception of recyclables, shall be disposed of at a waste processing facility designated by the Town Manager. Presenting refuse collected from outside the Town to any facility so as to cause the Town to pay for its disposal shall be considered fraud against the Town. No persons shall violate the regulations applying to the refuse disposal facility which is being used or fail to heed the directions of an attendant of such facility or an authorized representative of the Town.

B. 
Recyclables. Recyclables collected by the Town or its authorized agent shall be disposed of at a site designated by the Town Manager. Recyclables collected by other conveyors shall be disposed of in accordance with applicable state law or regulations.
C. 
Hazardous waste. The Town shall make available, at a frequency of at least once per calendar year, facilities for the proper disposal of hazardous waste generated from all residential premises and apartment complexes in Town; such facilities may be located outside the boundaries of the Town.

Required. No person shall dispose or attempt to dispose of refuse at a facility made available by the Town in accordance with § 332-8 without first having obtained a license for the same from the Authority.
B. 
Conditions for issuance. The Town Manager shall approve the issuance of a disposal license by the Authority, unless he finds one or more of the following conditions to prevail:
(1) 
The applicant has been irresponsible in the disposal of refuse based upon previous suspensions and/or revocations of licenses under this chapter.
(2) 
The applicant does not possess a valid license issued under § 332-7 of this chapter.
C. 
Suspension and revocation authority. The Town Manager is authorized to suspend or revoke any or all licenses issued by the Town under this chapter of any person who violates the terms of this chapter or any regulations made pursuant hereto or who shall be found to have falsified any application made to obtain such license.
D. 
Inspection of loads. Any person licensed by the Authority or the Town Manager under this chapter shall submit for inspection and documentation any vehicle load which the Town Manager has cause to believe may contain materials collected from outside the Town of Newington when said operator presents refuse at a disposal facility and represents it as having been collected within Newington.
