No person shall use, direct or display any searchlight or directional
beam for promotional or advertising purposes within the Town, except that
the Chief of Police shall have the power, in his sole discretion, to grant
one thirty-day permit to use a searchlight or directional beam for promotional
or advertising purposes for a grand opening promotion.
