No vehicles shall be parked on Town highways during snow- and ice storms and until such highways have been plowed and sanded.

In the event of refusal to remove the vehicle from the highway when so ordered or in the event of inability to locate the owner or operator of such vehicle, the traffic authority or a proper officer may have the vehicle towed away, and the proper owner may recover such vehicle only after payment of the tow charges for removal of the same and any charges for storage.
Any person or corporation found guilty of violation of this article shall be fined a sum not in excess of $100.
