No person shall loiter, lounge, sleep or obstruct passage in or upon any street, park or public place or in or upon private property open and dedicated to use by the public for business purposes in the Town of North Branford.
A. 
The term "loiter" as used in this chapter shall include any of the following acts committed on public property or upon private property dedicated to use by the public for business purposes:
(1) 
Obstruction or interference with, in any manner, the passage of pedestrians or vehicles.
(2) 
Interfering with or obstructing the use of any street, park, public place or place dedicated to use by the public for business purposes, by any persons.
(3) 
Standing, sitting or walking within a small area for a period of time without having a legitimate reason for such action, or the parking of a vehicle for a period of time upon property dedicated to public use for business purposes when the parking of such vehicle has no relationship to such business purposes.
(4) 
Refusing to obey the orders of a police or peace officer to leave a location, when in violation of any portion of this chapter or when such officer deems such an order necessary to preserve public peace or safety.
B. 
"Property open and dedicated to use by the public for business purposes" shall consist of the following: The area in front of or adjacent to any store, shop, restaurant, luncheonette or other place of business.
Any person violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor, and upon conviction thereof, shall be fined in an amount not exceeding twenty-five dollars ($25.).

Notice of adoption of this chapter shall be published by the Town Clerk in a newspaper having general circulation in the Town within fifteen (15) days after its adoption and it shall become effective fifteen (15) days after said publication.
