This article is adopted pursuant to the provisions
of C.G.S. § 7-151a, as amended.
There shall be established a Lake Authority,
in conjunction with the Town of Lyme, for that body of state water
within the territorial limits of the Towns of Lyme and Old Lyme known
as "Rogers Lake."

Said Lake Authority shall act as agent for the
Towns of Lyme and Old Lyme in cooperating with the State Commissioner
of Environmental Protection in the enforcement of the boating laws
on Rogers Lake, and, in addition, said Lake Authority shall have the
power to:
A.
Control and abate algae and aquatic weeds in cooperation
with the State Commissioner of Environmental Protection;
B.
Study water management, including but not limited
to water depth and circulation, and make recommendations for action
to its member towns; and
C.
Act as agent for member towns with respect to filing
applications for grants and reimbursements with the Department of
Environmental Protection and other state agencies in connection with
state and federal programs.
The Lake Authority shall be composed of three
delegates from each member town. At such time as the enabling ordinance
has been enacted by the legislative body of the Town of Lyme, the
Board of Selectmen of the Town of Old Lyme shall appoint three delegates,
who shall be legal voters of the Town of Old Lyme.
Any vacancy in the membership of the Lake Authority
which may occur through death, resignation or otherwise may be filled
for the unexpired term of such delegate by appointment by the Board
of Selectmen of the Town of Old Lyme.
The Town of Old Lyme shall pay a one-half share
of the expenses of the Lake Authority; provided, however, that the
legislative body of the Town of Lyme shall agree to and adopt a formula
for the payment of the remaining one-half share of such expenses and
provided, further, that a budget for all such expenses paid by the
Town of Old Lyme shall be submitted to the First Selectman annually
for inclusion in the general government budget for prior approval
by the Board of Finance and authorization by a Town Meeting.

This article is adopted pursuant to the provisions
of C.G.S. § 7-246, as amended.
There shall be established a Water Pollution
Control Authority, which shall have jurisdiction defined in C.G.S.
§ 7-246 within the territorial limits of the Town of Old
Lyme.
Said Water Pollution Control Authority shall
establish, in a manner consistent with applicable Connecticut General
Statutes, rules and regulations regarding the operation and maintenance
of household and small commercial subsurface wastewater disposal systems.
Such regulations shall be consistent with authority granted to a municipal
water pollution control authority by C.G.S. § 7-246 to designate
sewer avoidance areas and to implement sewer avoidance plans.
The Water Pollution Control Authority shall
be composed of nine members and three alternate members, appointed
by the Board of Selectmen, who shall be registered voters of the Town
of Old Lyme. The First Selectman shall be a nonvoting ex officio member
of the Authority.

Any vacancy which may occur among either the regular members
or the alternate members by death, resignation or other cause shall
be filled by the Board of Selectmen for the unexpired term of such
member. Any member may be removed by the Board of Selectmen for cause
after a noticed hearing.
