There shall be created an agency of Town government to be known as the "Division of Civil Preparedness" under the supervision of a director or coordinator of all disaster emergency functions, and such Director/Coordinator of the Division of Civil Preparedness shall be the Mayor according to the Charter. The Director/Coordinator of the Division of Civil Preparedness will serve for the duration of his term as Mayor.
The Director/Coordinator will:
A. 
Advise the Chief Administrative Officer on matters pertaining to civil preparedness and disaster emergency operations.
B. 
Coordinate the activities of all Town agencies in disaster emergency situations, but in no case will he assume command of any agency or department other than the Division of Civil Preparedness unless directly ordered to do so by the Chief Administrative Officer.

C. 
Coordinate the activities of all Division of Civil Preparedness forces and be responsible for the recruitment and training of needed civil preparedness personnel.

D. 
Assist the Chief Administrator in the preparation and updating of Town emergency operation plans and standing operating procedures.
E. 
Maintain contact with the Connecticut Civil Preparedness Area Office designated for the Town of Rocky Hill and cooperate with the Connecticut Civil Preparedness Agency in the preparation of required reports, procedures and other necessary paperwork to ensure the Town receiving all possible funding, equipment and other benefits available to the Town through state and national civil preparedness.
F. 
Perform such other civil-preparedness-related functions as may, from time to time, be assigned to him.
The Director/Coordinator, with the approval of the Town Council, shall appoint a Civil Preparedness Advisory Council, which shall be representative of the community and shall meet at least twice annually.
The Director/Coordinator may designate a Deputy Director/Coordinator who shall be the Town Manager and such Assistant Coordinators and other personnel as he deems advisable and necessary to carry out the civil preparedness responsibility, provided that such persons serve on a volunteer, nonpaid basis.
