The Classified Service of the Town of Rocky Hill, Connecticut, is hereby created and shall include the following positions and all positions within the following Departments: Department of Finance, including Assessor and Tax Collector; Department of Public Safety, including Director of Highways and Engineering; Departments of Parks and Recreation; nonprofessional employees of the Board of Education; and such other departments authorized by ordinance by the Town Council and placed in the classified service; and such other positions and employees that may be authorized by the Town Council, except those noted in § C9-1 of the Town Charter and § 14-2 of this chapter.
The following Town officials and employees shall be excluded from the classified service: elective officers and persons appointed to fill vacancies in elective office; members of boards and commissions and other officers appointed by the Council; professional employees of the Board of Education; persons employed to make or conduct a temporary or special inquiry, study or investigation; and persons employed for a temporary period not exceeding three months; and boards and commissions appointed by the Town Manager.

Grievances of employees in the classified service that are not covered by the Personnel Rules[1] provided for in § C9-2 of the Town Charter shall be directed to the Personnel Review Board created by § C6-10 of the Town Charter. In addition, the Personnel Review Board, in accordance with the rules of procedure adopted by it, shall hear appeals pertaining to classification, reclassification and allocation of positions and from any disciplinary action suspending, reducing or removing any officer or employee in the classified service.

The appointing authority for appointments, demotions, suspensions and dismissals in accordance with the Personnel Rules promulgated by the Personnel Director and filed with the Town Clerk shall be the Board of Education for nonprofessional employees of said Board.
