The purpose of this article is to specify construction and protection
features for nonresidential storage facilities to minimize danger to life
from fire, smoke or fumes, and to protect property.
A.
General. Storage occupancies include all buildings or
structures used primarily for the storage or sheltering of goods, merchandise,
products, vehicles or animals other than residential occupancy.
A.
General. The hazard of contents, for the purpose of this
article, shall be the relative danger of the start and spread of fire, the
danger of smoke or gases generated, the danger of explosion or other occurrence
potentially endangering the lives and safety of the occupants of the building
or structure and public safety personnel.
B.
Authority. Hazard of contents shall be determined by
the local Fire Marshal on the basis of the character of the contents and the
processes or operations conducted in the building or structure. When different
degrees of hazard of content exist in different parts of a building or structure,
the most hazardous shall govern classification for the purpose of this article.
C.
Classification. The hazard of contents of any building
or structure shall be classified as ordinary or high hazard.

Ordinary hazard contents shall be classified as those
which are liable to burn with moderate rapidity or give off considerable volume
of smoke, but from which neither poisonous fumes nor explosions are to be
feared in case of fire.
(2)
High hazard contents shall be classified as those which
are liable to burn with extreme rapidity or from which poisonous fumes or
explosion are feared in the event of fire.
A.
General. Protection shall be provided from any area having
a degree of hazard greater than that normal to the general occupancy of the
building or structure, such as storage of combustibles or flammables or heat
producing appliances.
B.
Systems. Protection with automatic extinguishing systems
or smoke detection systems as determined by the local Fire Marshal shall be
provided and installed in accordance with the Connecticut Fire Safety Code.
C.
Special systems. Where hazardous processes or storage
are of such character as to introduce an explosion potential, explosion venting
or an explosion suppression system specifically designed for the hazard involved
shall be provided.
D.
Remote facilities. A hazardous operation or process may
be conducted in a detached structure sufficiently remote from other buildings
to avoid any danger to occupants of other buildings. Protection for the safety
of any occupants of the detached structure shall be provided.

Buildings or structures occupied or used for storage shall meet the
minimum construction requirements of the Connecticut Basic Building Code for
medium or high hazard occupancy classification.
All plans submitted in support of an application for a building permit
and/or approval by the Town Planning and Zoning Commission to construct all
buildings used for storage, except residential buildings, shall be submitted
to the Fire Marshal. When plans are submitted, they shall be reviewed to determine
the level of required fire protection consistent with existing state and local
regulations.

No department, agency or Commission of the Town of Rocky Hill shall
consider any application before it to be complete and ready for decision unless
it contains a declaration that the applicant or his agent has filed the appropriate
documents with all applicable local departments, agencies and Commissions.
The Fire Marshal of the Town of Rocky Hill, or any official in the Fire
Division duly appointed by him, shall administer the provisions of this article.
