A. 
Subsequent to the initial intake appointment for which no fees are charged, a client shall be charged per visit per session for counseling services by the Youth Services program, a sliding scale fee based upon the client's annual income, number of family members, and ability to pay. Said sliding scale fee may be adjusted by the Youth Services counselor up to two levels to make the fee more affordable. Said sliding scale fee shall be subject to further adjustment for clients having difficulty paying the adjusted hourly fee; however, such further adjustment, if appropriate, must be approved by the Youth Services Coordinator. Payment of fees shall be made by the client at the conclusion of each counseling session.
B. 
No client shall be denied service because of an inability to pay. In the event of severe hardship, for children under the age of 18 years of age without parental support, and for students seen for services on-site at Rocky Hill schools, fees for Youth Services counseling services may be waived.
C. 
Unless otherwise stipulated, no fee shall be charged for group counseling for Rocky Hill residents. No fee shall be charged for crisis intervention counseling unless such counseling becomes ongoing. Service coordination is not considered ongoing counseling and, therefore, is free of charge. A special fee can be negotiated if a family or members of a family are scheduled for appointments in excess of one per week.
D. 
All fees for counseling will be deposited into the Youth Services Counseling Escrow Account. Fees deposited in this escrow account shall be used to fulfill the Youth Services mission and may be used to purchase food, materials, programs, services, contractual staff or to make contributions. These purchases or contributions may be used for consultation, research, community planning, positive youth development, community or community organizations. Disbursements of these funds shall be made by the Youth Services Coordinator with the approval of the Human Services Director, who shall receive recommendations from clinical and program staff Disbursement shall be subject to review by the Finance Director and the Youth Services Advisory Board. Disbursements shall not be used to supplant general fund expenditures.
E. 
No more than $10,000 shall be allowed to accumulate in the Youth Services Escrow Account during any fiscal year, and no more than $10,000 shall be brought forward to the following fiscal year and used for Youth Services purposes. Any remaining balance of this fund shall lapse at the end of the fiscal year and be credited to the general fund.

The penalty for violation of the State Building Code, 2005 Connecticut Supplement, 2009 Amendment, shall be established at a rate of not less than $200 or twice the amount that would have been charged for the permit if said permit had been applied for, not to exceed $1,000.

B. 
All approval fees established pursuant to this section are due when an application is submitted to the Fire Marshal.
C. 
Penalties for offenses. The provisions of this section may be enforced by citation, in addition to any other remedies.
(1) 
Any person who conducts any operation which is subject to the approval requirements of § A249-15A without first obtaining approval shall be issued a citation in the penalty amount of $100. Said penalty shall be payable in addition to the required approval fee(s).
(2) 
If a property owner or his/her/its representative fails to keep his/her/its scheduled appointment with a member of the Fire Marshal's office on more than two occasions regarding the same property, the property owner or his/her/its representative will be subject to pay a penalty of $250 in addition to any required fees associated with said inspection.
D. 
Agencies exempt from fees; exception. Agencies of the Town of Rocky Hill and Rocky Hill Board of Education shall be required to obtain all approvals and or inspections required pursuant to this section but all fees associated therewith shall be waived. Private businesses and or companies that are conducting business with a municipal building are not exempt from the required fees.
