A. 
No person shall drink any intoxicating liquor in any public place other than on the premises licensed to sell intoxicating liquors for consumption on the premises.
B. 
"Public place" shall mean any area of land, real property, lot, part and parcel thereof, that is in plain view, that any ordinary passerby could see or observe.
C. 
The plain-view doctrine of law enforcement shall apply.

Any person violating any provision of this chapter, upon conviction thereof, shall pay such fines as set out in Chapter 1, General Provisions, Article II, Penalties.
