No person, firm or corporation shall engage in the business of hawker or peddler of any merchandise, article or thing without having first secured a permit therefor as hereinafter provided.

No person, firm or corporation shall engage in business as a canvasser or solicitor, calling at residences without the previous consent of the occupant for the purpose of soliciting orders, sales, subscriptions or business of any kind or seeking information or donations, without having first secured a permit therefor as hereinafter provided.

No person, firm or corporation registered hereunder shall peddle, hawk, canvass or solicit before 10:00 a.m. or after 9:00 p.m.

A. 
Any person, firm or corporation who desires to obtain a permit for peddling, hawking, soliciting or canvassing shall make an application to the Town of Bridgeville and shall give his or her complete identification, his or her signature, the name of his or her employer, the nature of the products or services in which he or she is interested, the names of the manufacturers of such products or of the organization which he or she is representing and the proposed method of operation in the Town. A business license and proof of insurance must also be presented to be placed on file. Each registrant shall pay to the Town a registration fee of $50 per calendar year. If more than one individual is peddling for the same company, each shall provide all required information on the written application. All permitted peddlers must contact the Bridgeville Police Department and provide a copy of their Town permit to the Department. A permit will be required for documentation purposes with no fee paid by any person, firm or corporation whose purpose is charitable, religious or educational. Proper proof must be provided to be exempt from the permit fee.
B. 
Any persons, firm, or corporation who desires to obtain a permit for peddling, hawking, soliciting or canvassing during the Apple-Scrapple Festival shall be on the list of vendors submitted to the Commission by the Apple-Scrapple Festival Committee in order to set up within the Town of Bridgeville during the Apple-Scrapple Festival.

Each person, firm or corporation shall at all times while peddling, soliciting or canvassing in the Town carry upon his or her person the registration permit, and the same shall be exhibited by such registrant whenever he or she is required to do so by any police officer or by any person solicited.
The provisions of this chapter shall not apply to officers or employees of the Town, county, state or federal government, or any subdivision, when on official business.

A. 
Every person convicted of a violation of this chapter, for the first offense, shall be sentenced to pay a fine in the amount of $100.
B. 
Every person convicted of a violation of this chapter for a second or subsequent offense shall be sentenced to pay a fine in the amount of $250.
