As used in this Article, the following terms
shall have the meanings indicated:
LITTER
Garbage, refuse and rubbish, as defined in §
200-1, and all other waste material, which, if thrown or deposited, tends to create a danger to public health, safety and welfare.
No person shall throw or cause to be thrown
litter or any dangerous or offensive substance at a car, vehicle,
house, building or fence.
No person shall deposit, drain, pour, pump or
throw or cause or permit to be deposited, drained, poured, pumped
or thrown into or onto any of the streets, lands, alleys, ditches
or underdrains owned or maintained by the Town any slops, filth, unclean
water, trash, garbage, refuse or other foreign matter that is or may
be injurious to the health of the residents of the Town.
A person placing litter in public receptacles
or in private receptacles shall do so in a manner so as to prevent
it from being blown, carried or deposited by the elements upon public
places or private property.
No person shall throw, place or deposit or permit
to be thrown, place or deposited, upon any public or private lot,
litter of any description.
The provisions of §
200-17 shall not apply to the distribution of mail by the United States nor to newspapers.
No person shall post or affix a notice, poster
or other paper or device, calculated to attract the attention of the
public, to a lamppost, public utility pole or shade tree or upon any
public structure or building, except as may be authorized by the owners
thereof or required by law.
