The Council of the Town of Elsmere, by resolution, may restrict or prohibit vehicular access to and from public streets and establish and designate dead-end streets with appropriate signage whenever such action shall not eliminate or deny any property owner access to and from any public streets as a result thereof and shall be in the interest of the public health and safety and welfare.

Any person who shall violate a resolution adopted pursuant to this article, or fail to do any act or thing required to be done, shall, upon conviction thereof, be subject for each violation to a forfeit fine of not less than $50 nor more than $100. In default of the payment of any fine imposed hereunder, such violator may be imprisoned for a period not exceeding 30 days. Whenever such person shall have been officially notified by the Town Manager or by service of a summons in a prosecution, or in any other official manner, that he is committing a violation, each day's continuance of such violation after such notification shall constitute separate offense punishable by a like fine or penalty.
