Notwithstanding any other provision of the Code
of the Town of Elsmere or any ordinance thereof, no building permit,
license, or authorization shall be issued to any person who is the
owner of record of any property for which property taxes are then
delinquent.

Without limiting the scope of the general prohibition in § 206-1, this chapter shall apply to bar issuance of any license or permit.
As used in this chapter, the following terms
shall have the meanings indicated:
Includes any person that is a holder of a twenty-five-percent
interest in any corporation, partnership or other entity which is
registered as the record owner of property within the Town of Elsmere.
Includes any corporation, partnership or other entity in
which such an owner of record has a twenty-five-percent interest.

The prohibition against the issuance of permits or licenses contained in § 206-1 of this chapter shall not apply when the permit is made in an attempt to improve the life or living conditions of a person with a physical disability or who is handicapped.
