For the purposes of this chapter, the following terms shall have the meanings indicated:
MOTOR VEHICLE
Includes every vehicle which is self-propelled, except farm tractors.
It shall be unlawful for any person to operate or permit to be operated any unlicensed motor vehicle, motor cycle or minibike on any public way including bridle paths within the corporate limits of the Town of Henlopen Acres.

No person shall drive or move, nor shall any person, being the owner of a motor vehicle, knowingly permit to be driven or moved upon any street within the corporate limits of the Town of Henlopen Acres, any motor vehicle which has not been registered and which current registration plates have not been issued by the Motor Vehicle Department of the State of Delaware; provided however, that when an application has been made to the Motor Vehicle Department of the State of Delaware for the registration and certificate of title for a vehicle, the same may be operated temporarily pending complete registration upon displaying a duplicate application duly verified or other evidence of such application pursuant to rules and regulations promulgated by the Department of Motor Vehicles of the State of Delaware.
Any person violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor and upon conviction thereof in a court of competent jurisdiction shall be fined not less than $50 nor more than $500 or imprisoned for a period of not more than 10 days, or both, and shall pay the costs of prosecution.
