The regulations, restrictions, boundaries and
provisions of this chapter may from time to time be amended, supplemented,
changed, modified or repealed.

In case, however, of a protest against such
changes, signed by the owners of 20% or more either of the area or
lots included in such proposed change, those immediately adjacent
thereto extending 200 feet therefrom or those directly opposite thereof,
extending 100 feet back from the street frontage of such opposite
lots, such amendment shall not become effective except by the favorable
vote 3/4 of all the members of the Commissioners of Henlopen Acres
after a public hearing.

A. No such
amendment, supplement or change shall become effective until after
a public hearing before the Commissioners of Henlopen Acres in relation
thereto at which hearing interested parties and citizens shall have
an opportunity to be heard. At least 15 days' notice of the time and
place of such hearing shall be published in an official paper or a
paper of general circulation in the Town of Henlopen Acres.
B. No such
amendment, supplement, or change resulting in a revision to zoning
district boundaries or the establishment of a new zoning district
shall become effective except by a favorable vote of 3/4 of all Commissioners
of the Town of Henlopen Acres.
