It shall be unlawful for any person to crab, fish or swim from the Delaware Street Wharf.
Any person found guilty of a violation of this article shall pay a fine not exceeding $25.

It shall be unlawful for any person to feed or cause to be fed in any manner any sea gull, tern or other fowl from the Delaware Street Wharf.
Any person who is found guilty of violating this article shall for the first offense be punished by a fine not less than $25 nor more than $100. For each subsequent like offense, such person shall be fined not less than $25 nor more than $100.
