A. 
It shall be unlawful for any person to make, dig, build, construct or maintain any privy, vault, latrine, septic tank, cesspool, or water closet that is unconnected with the City sewer system without first obtaining a permit from the Board.
B. 
The construction, erection and maintenance of any privy, vault, latrine, septic tank, cesspool, or water closet shall be in accordance with the rules and regulations of the Board.
Whenever the Board shall deem it necessary for the protection of the public health or improvement of sanitary conditions, it may require any house, building or structure, of any kind, which is not connected with a street sewer to be so connected, if there is a street sewer immediately accessible.
A. 
No person shall remove or transport excreta or other contents of a privy, vault, latrine, septic tank or cesspool, or in any manner engage in the business of scavenger, without first obtaining a permit from the Board.
B. 
The cleaning, emptying and removing of excreta or other contents of a privy, vault, latrine, septic tank or cesspool shall be done in an inoffensive manner, and any scavenger having begun any such work shall, without interruption or delay, finish the same, and shall in every instance leave the place in a clean condition, all the foregoing in accordance with the rules and regulations of the Board.
C. 
The disposition of the contents referred to in the preceding subsection of this section shall be in accordance with the rules and regulations of the Board.
