A.
No person shall permit weeds or grasses to grow or
to accumulate upon land or premises so as to create a nuisance detrimental
to health or to the safety of property or to constitute a menace from
fire thereon or to adjoining property.
B.
If owners of unoccupied lands cannot be ascertained
and thus fail to respond after a reasonable time to notices from the
Board, the City may, through its appropriate department, enter upon
such lands or premises and remove the accumulated weeds or grasses
at the expense of the owner.
