It shall be unlawful for any person not a resident
of the City of New Castle to leave within the City of New Castle refuse,
debris, waste, dirt, trash, brush, trees or part thereof, offal or
any other material, matter or substance of any kind whatsoever unless
it is done with legal authority.
It shall be unlawful for any resident of the
City of New Castle to knowingly permit any person not a resident of
the City to leave on said resident's property or at the location where
said resident's trash is picked up by the City any refuse, debris,
waste, dirt, trash, brush, trees or part thereof, offal or any other
material, matter or substance of any kind whatsoever.
This article shall not be construed to prohibit
persons from depositing occasional trash or litter in receptacles
intended for such use.
Any person found guilty of a violation of this
article shall be fined the sum of $29.50 upon conviction of a first
offense and $100 for each subsequent offense.
