A. 
No unauthorized person shall open the cover of, enter or alter any manhole, meter station or similar appurtenance of any public sewer, put anything therein or interfere therewith. No person shall insert or place in any public sewer, manhole, meter station or other appurtenance thereof any sticks, rubbish or other material which said sewer, manhole, meter station or appurtenance thereof was not intended to receive.
B. 
No person shall break, destroy, uncover, deface or tamper with any structure, appurtenance or equipment which is part of the public sewer system of the Town.
C. 
No person shall make any connection to any public sewer of the Town or appurtenance thereof, or to any pipe or appurtenance discharging thereto, or remove or disconnect any existing connection thereto, except as provided in Article VIII and the sections thereof of this chapter; provided plumbing works and fixtures within buildings and similar structures may be built and connected as provided by Town plumbing codes, laws and regulations and by permits issued thereunder.
D. 
Any person proposing a new discharge into the public sewer system or a substantial change in the volume or character of pollutants that are being discharged into the public sewer system shall notify the WPCA at least 45 days prior to the proposed change or connection.
No person shall discharge to any public sewer or appurtenance thereof, from a single source, domestic sewage in excess of 5,000 gallons per day of industrial wastes and/or cooling water without first obtaining a permit from the WPCA and its designated representative and the DEP. A potential discharger must submit a permit application to DEP at least 90 days prior to such contemplated discharge.
All costs and expenses incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify and save harmless the Town from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
Each independent house or building shall have a direct connection to the public sewer serving it, separate from any other house, building or structure set up on another parcel or lot of land. The WPCA, in its discretion, may permit variations of this requirement upon receipt of a written request to that effect from owners of all the land in any way concerned.
Old building sewers may be used in connection with new buildings only when they are found, on examination and test by WPCA or its designated representative, to meet all requirements of this chapter.
The WPCA shall from time to time establish standard requirements or specifications to regulate the sizes, materials, methods and workmanship to be used in the construction of sewers, drains, building sewers, and other similar work and appurtenances thereto connected or intended to be connected or to discharge, directly or indirectly, into any public sewer of the Town. Such standard requirements shall provide minimum requirements as to size, depth, slope or rate of grade for such pipes, shall regulate the kinds of pipe, fittings, methods of laying, jointing, materials used, manner of connecting to preexisting sewers, and general considerations as to location and other pertinent features. Any such requirements or specifications, as the same may from time to time be amended, are hereby made a part of this chapter. Until different requirements or specifications are established, the materials and procedures set forth in appropriate specifications of the ASTM and WPCF. Manual of Practice No. 9 shall apply.
The requirements of Town building and plumbing codes shall be observed with respect to piping and fixtures inside or immediately adjacent to buildings and within the areas of jurisdiction of said codes, subject only to the general requirements of this chapter. Pipes more than five feet outside the inner walls of any building or similar structure shall conform to the requirements of this chapter as to permits, materials and workmanship.
No building shall be connected to a public sewer unless the plumbing system of said building has a soil vent pipe extended to a point above the roof. The WPCA may require that no running trap, main house trap or other device, which might prevent the free flow of air throughout the whole course of the building sewer, house drain and said soil vent pipe, be allowed.
Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such building drain shall be lifted by an approved means and discharged to the building sewer. Duplex lift systems shall be provided for commercial and industrial buildings. Plans and specifications of the lift station shall be submitted to DEP. Copies of the DEP approval must be submitted to the WPCA before a connection permit will be issued.
No person shall make connection of roof downspouts, exterior foundation drains, areaway drains, or other sources of surface runoff or groundwater to a building drain which in turn is connected directly or indirectly to a public sanitary sewer.
The attachment of the building sewer to the public sewer shall conform to the requirements of the building and plumbing code or other applicable rules and regulations of the Town, or the procedures set forth in appropriate specifications of the ASTM and WPCF Manual of Practice No. 9. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the WPCA or its designated representative before installation.
The inspector or representative of the WPCA shall be notified not less than 24 hours in advance of the time any work is started on any connection to any public sewer of said Town; or to any existing pipe or similar structure connected to a public sewer, and such connection shall be made only in the presence of said inspector and representative and according to his directions. Said inspector shall be afforded all reasonable opportunity to oversee the construction of all parts of any building drain connected directly or indirectly, or intended to be so connected, to any public sewer of the Town and to obtain and record the location and other pertinent facts with respect to such building drain. No public sewer shall be opened or any way disturbed except in the presence of an authorized representative of the WPCA. The same requirement shall apply to repairs or alterations to sewers or pipes discharging thereto.
All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways, and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the Town.
A connection to the public sewer will be made only after the building's plumbing has been approved by the WPCA or its designated representative in order to insure that minimum standards are met for the installation. A house trap and fresh air vent shall be required for the building, and all plumbing shall be in good working order. No trench containing a building drain or connection to the sanitary sewer shall be backfilled until the WPCA or its designated representative has completed an inspection of the approved work. The water level in the trench shall be maintained at a level below the sewer connection before the cap is removed and while the connection is being made and until such time as it has been inspected, approved and backfilled. Permits to connect to the public sewer may be revoked and annulled by the WPCA or its designated representative for such cause and at such time as he may deem sufficient. All other parties in interest shall be held to have waived the right to claim damages from the Town or its agents on account of such revocation.
A. 
When any building or other structure previously served by a connection to any public sewer is demolished, destroyed, abandoned or altered so that any portion of any abandoned plumbing system which is directly or indirectly connected to any public sewer is no longer used, the open end of such building drain which discharges directly or indirectly into a public sewer shall be promptly closed and sealed off so that no wastes not otherwise permitted to enter the public sewer shall be so discharged thereto. The WPCA shall be notified of such abandonment or discontinuance and of the closing and sealing of such building drain and its representative afforded an opportunity to see such work performed.
B. 
All of said work shall be done by the person or party who demolishes the building or structure or who alters such system so as to make such closing and sealing necessary, and, in the event of the failure of such person or party to do so, shall be done by the owner, lessee or tenant of the premises to the satisfaction of the WPCA, all without expense to the Town.
The WPCA or its authorized representative shall keep a record of all connections made to public sewers under this chapter and all repairs and alterations made to sewer and building sewers connected to or discharging into public sewers of the Town or intended so to discharge. Licensed drain layers and others shall assist the WPCA to secure data needed for such records.
