Any person whose system causes the transmission of a nonemergency alarm more than three times in any one calendar year period shall be assessed a cash forfeiture as described in Article III of this chapter for each instance of a nonemergency alarm in excess of three such alarms in any one calendar year.
Any person whose system causes the transmission of two or more nonemergency alarms within a twenty-four-hour period shall, upon request of any police officer, immediately disconnect the system and shall not reconnect it until it has been inspected and repaired by the owner, as defined in § 12-3.

Upon notification of an alarm message or signal from an alarm system,
depending on the type of alarm, the Bethel Police Department, the Bethel Fire
Department, or the Bethel Ambulance Department or a combination of the three
will be dispatched to the scene to take appropriate action. If the premises
in which the alarm system is installed appears secure and there is no evidence
to indicate that there is an emergency situation requiring the presence or
action of the Bethel Police Department, the Bethel Fire Department, or the
Bethel Ambulance Department, the Town's obligation to the owner shall have
been discharged upon the completion of one telephone call to the owner, the
owner's representative, or the alarm company in charge of the system.
