The City Council shall hold two regular meetings
each month, which shall be held on the first and third Mondays of
each month, commencing at 5:00 p.m., except that the first meeting
of the City Council in January of each year will be held on the first
Monday after the first Tuesday in January of each year and shall be
termed the "annual meeting."

By action of the City Council, taken at a previous
Council meeting and recorded in the minutes, any regularly scheduled
Council meeting, except the annual meeting, may be set for a different
time or place. If such action is taken, the City Administrator or
his/her designee shall, as soon as practicable, notify all of the
members of the Council not present at the meeting when such action
was taken.
If any regularly scheduled Council meeting falls
on a holiday, the meeting shall be held on the day following the holiday.
A special meeting of the Council may be called
at any time by the Mayor, or in the case of the Mayor's absence or
disability, by the Vice Mayor or by any three Aldermen.
Except in cases where notice is waived, the
person or persons calling such special meeting shall cause a written
notice of such special meeting, specifying the business to be transacted
at such special meeting, to be delivered prior to the time of such
meeting to the residence of all of the Council members or shall cause
a notice of such special meeting to be mailed to all other Council
members a sufficient length of time prior to such special meeting
so that such notice, in the normal course of the mails, would arrive
at the residence, or post office address, of the other members of
the Council prior to the time such special meeting is held.
No business shall be transacted at such special
meeting, unless the same shall have been specified in the notice thereof,
without the consent of all of the members of the Council. Any member
of the Council present at any special meeting who fails to object
and have the objections entered in the minutes of such special meeting
will be conclusively presumed to have consented to the transaction
of all business transacted at such meeting, and no objection may thereafter
be raised as to such Council members that the notice of the special
meeting was defective. Any member of the Council before, during or
after any special meeting of the Council may waive notice of such
special meeting. When notice of the special meeting is waived by the
Council member, no objection may thereafter be raised that the notice
to such Councilpersons of such special meeting was defective, or that
no notice was given.

Prior to each regularly scheduled Council meeting,
the City Administrator or his/her designee shall make up an agenda
of the business to be transacted at such meeting and cause a copy
of such agenda to be delivered to each member of the Council and the
City Attorney on the Thursday preceding the day on which such Council
meeting shall be held. No item of business which does not appear on
agenda shall be transacted at any regularly scheduled Council meeting
if any member of the Council objects, without prior approval of a
majority of the members of the Council in attendance at such meeting.
Except as otherwise provided by charter, law
or ordinance, the proceedings of the Council shall be conducted in
accordance with Roberts' Rules of Order whenever practicable; provided,
however, that any informality in procedure shall not affect the legality
of any action taken by the Council.

The minutes of each Council meeting shall be
kept by the City Administrator or his/her designee or by some other
person appointed by the Council for that purpose. A copy of the minutes
of the previous Council meeting shall be mailed to each member of
the Council with the agenda.
Resolution authorizing payment of claims shall
be published in the official newspaper of the City. No other resolution
need be published unless ordered to be published by the Council.
The votes of all members of the Council on resolutions
and ordinances shall be recorded in the minutes.
All ordinances and resolutions shall be numbered
and recorded apart from the minutes in separate journals kept for
that purpose.
The enacting clause of all resolutions shall
be as follows: "Be it resolved by the City Council of the City of
Breckenridge, Minnesota."
An annual statement of the financial affairs
of the City shall be published once each year in the official newspaper
for the City at the close of the City's fiscal year.
