It shall be the duty of the Planning Commission to prepare and recommend to the City Council for adoption a Comprehensive City Plan for guiding the physical, social and economic development of the City and its environs, including but not limited to a preparation of policy statements, goals, standards, maps, zoning regulations, land use plans, community facilities plans, transportation plans, building and occupancy regulations, official maps, a capital improvements program, platting regulations, regulations for the subdivision of land, urban renewal, a program for the coordination of the normal public improvements and services, recommendations in connection with the improvement or destruction of dilapidated buildings and structures and any other recommendations of reasonable and practical means for putting the plan or section of the plan into effect.
The Planning Commission shall act as a Board of Adjustments and Appeals to hear and decide appeals where it is alleged that there is an error in any order, requirement, decision or determination made by any administrative officer in the enforcement of any ordinance pertaining to zoning regulations, building regulations, land use regulations, platting regulations, subdivision regulations, safety and sanitary regulations, official maps and other matters of a like nature and also to hear requests for variances from the literal provisions of any ordinance pertaining to zoning, official maps, subdivision regulations and any other ordinances of a like nature under the terms of which variance may be permitted.
It shall be the duty of the Planning Commission to study and review all proposed plats and subdivision developments and make recommendations to the City Council.
It shall be the duty of the Planning Commission to study and review all proposed acquisitions by the City and all proposed dispositions by the City of any interest in real property within the City and make recommendations to the City Council.
It shall be the duty of the Planning Commission to study and review all proposed capital improvements in the City and make recommendations to the City Council.
Notwithstanding any other provision of this chapter to the contrary, the failure of the City Council to refer any matter to the Planning Commission for its consideration or recommendation shall not affect the legality of any action taken by the City Council.
