A. 
Any person violating any of the provisions of this chapter shall be guilty of a misdemeanor and, upon conviction thereof, shall be punished as provided in Chapter 1, General Provisions, Article I, General Penalty, except for the following which shall be classified as a payable petty misdemeanor offense for the first two convictions. Upon a third violation within a five-year period for the exact same offense, it would then convert to a misdemeanor offense and a mandatory court appearance:
(1) 
Section 54-2, License required; exception.
(2) 
Section 54-3, Annual license tags; fees; numbers of dogs.
(3) 
Section 54-8, Dogs running at large.
(4) 
Section 54-18, Nuisance caused by dogs and other animals.
B. 
For the purpose of citing under this chapter, when a violation occurs and the name of the animal's owner is not known, it shall be prima facie evidence that the head of the household wherein the animal resides shall be responsible, unless such head of the household provides information as to the identity of the owner of the animal.
