The purpose of the C-2 General Commercial District is to provide for high-density, retail or service outlets which deal directly with the customer for whom the goods or services are furnished. The uses allowed in this district are to provide goods and services on a community market scale and located in areas which are well served by collector or arterial street facilities.

The following are permitted uses in a C-2 District:
Any use permitted in § 190-42 of the C-1 District
Amusement places (such as dance halls or roller rinks)
Animal or pet shops
Antique or gift shops
Apparel shops
Appliance stores
Art and school supply stores
Artists' studios
Bakery or pastry shops
Banks, saving institutions, credit unions and other financial institutions
Barbershops or beauty shops
Beverage stores
Bicycle and repair shops
Billboards as regulated by Chapter 150, Signs
Billiard or pool halls
Book or stationary stores
Bowling alleys
Business, commercial or trade schools
Camera or photographic supply stores
Candy, ice cream, soft drink or confectionery stores, excluding drive-in type of service
Carpet, rugs and tile
Clinics, for people only
Clothing or ready-to-wear stores
Commercial radio or television broadcasting stations or transmitting stations
Copy service, commercial printing plants and newspapers with floor space of 10,000 square feet or less
Costume, clothes rental
Dancing schools
Delicatessens
Department and discount stores
Drugstores
Dry-cleaning or laundry collection stations and plant accessory thereto, pressing and repairing

Any other legitimate use the Planning Commission may recommend and which the Council may approve, with the exception of industrial, manufacturing or similar noncompatible activities
The following are permitted accessory uses in a C-2 District:
A. 
All permitted accessory uses as allowed in a C-1 District.
The following are conditional uses in a C-2 District:
A. 
Custom manufacturing, restricted production and repair limited to the following: art, needlework, jewelry from precious metals, watches, dentures, optical lenses, provided that:
(1) 
Such use is accessory as defined by § 190-14 of this chapter.
(2) 
Does not conflict with the character of development intended for this district.
(3) 
The provisions of § 190-85E of this chapter are considered and satisfactorily met.
B. 
Open and outdoor storage as an accessory use, provided that:
(1) 
The area is fenced and screened from view of neighborhood residential uses or if abutting a residential district in compliance with § 190-16G of this chapter.
(2) 
Storage is screened from view from public right-of-way in compliance with § 190-16G of this chapter.
(3) 
Storage area is grassed or surfaced to control dust.
(4) 
All lighting shall be hooded and so directed that the light source shall not be visible from the public right-of-way or from neighboring residences and shall be in compliance with Article III, § 190-16I, of this chapter.
(5) 
The provisions of § 190-85E of this chapter are considered and satisfactorily met.
C. 
Open or outdoor service, sale and rental as an accessory use and including sales in or from motorized vehicles, trailers or wagons, provided that:
(1) 
Outside service, sales and equipment rental connected with the principal use is limited to 30% of the gross floor area of the principal use.
(2) 
Outside sales areas are fenced or screened from view of neighboring residential uses or an abutting residential district in compliance with § 190-16G of this chapter.
(3) 
All lighting shall be hooded and so directed that the light source shall not be visible from the public right-of-way or from neighboring residences and shall be in compliance with Article III, § 190-16I, of this chapter.
(4) 
Sales area is grassed or surfaced to control dust.
(5) 
The provisions of § 190-85E of this chapter are considered and satisfactorily met.
D. 
Used auto sales, provided that:

(1) 
Only passenger cars and light trucks not exceeding 12,000 pounds GVWR shall be allowed.
(2) 
All vehicles must be fully operational and meet all highway driving and licensing requirements.
(3) 
All vehicles shall be located on property owned or leased.
(4) 
Storage area is grassed or surfaced to control dust.
(5) 
All lighting shall be hooded and so directed that the light source shall not be visible from the public right-of-way or from neighboring residences and shall be in compliance with Article III, § 190-16I, of this chapter.
(6) 
The area is fenced and screened from view of neighborhood residential uses or if abutting a residential district in compliance with § 190-16G of this chapter.
(7) 
The provision of § 190-85E of this chapter are considered and satisfactorily met.
E. 
Any other legitimate business uses which uses are consistent with the intent and purpose of the C-2 District.
