There shall be a Department of Administrative Services, the head of which shall be a member of the unclassified service, who shall be qualified by education, training or experience for the duties of the office. The Department of Administrative Services shall be responsible for the provision of general support services to all County departments, including but not limited to purchasing, printing resources, communications, general record supervision, data processing, personnel and budget services.
The work of the Department shall be organized among and within the divisions and offices designated as follows:
A. 
The Division of Human Resources.
B. 
The Division of Information Technologies.
C. 
The Office of Budget and Purchasing.
There shall be a Division of Human Resources, the head of which may be in the unclassified service. The Office shall:
A. 
Administer the County's personnel program, including, but without limitation thereto, the maintenance of up-to-date job classification and pay plans, active recruitment of needed personnel, in-service training programs and health and pension plans.
B. 
Maintain personnel records for each County officer and employee, including education, training and experience of the employee, any professional or trade licenses held, all personnel actions taken with respect to the employee, compensation, civil service and pension status and such other pertinent information as the County Executive may determine.
C. 
Administer an orderly procedure for the consideration, review and adjustment for employee grievances, in conformance with civil service and contractual requirements.
D. 
Coordinate the processes of appointment and removal of County employees and, to this end, shall review and report on proposed appointments, promotions, transfers and discharges.
E. 
Study present and future area labor market trends and wage levels.
F. 
Assist the County Executive in evaluating the personnel component of future program needs.
G. 
Assist in labor contract negotiations and implement contract settlements.
H. 
Request and receive information on the criminal history of job applicants where such information is necessary or desirable and its receipt is authorized by applicable laws.
I. 
Coordinate the administration of the County's health benefits insurance program, including an annual analysis of services provided and oversight of all activities of the program administrator.
J. 
Recruit and train volunteers for County departments.
K. 
Exercise those powers delegated to the County by the New Jersey Department of Personnel.
L. 
Coordinate education and training programs for the County workforce.

A. 
There shall be an Office of Equal Employment Opportunity, the head of which may be a member of either the classified or unclassified service and who shall be qualified by training, education, and experience for the duties of the office, and the office will reside in the Department of Administrative Services within the Division of Human Resources.
B. 
The Office shall:
(1) 
Exercise the duties and responsibilities established by the Atlantic County Affirmative Action Ordinance.
(2) 
Participate in the review of employee and/or union grievances involving claims of discrimination or harassment.
(3) 
Review and investigate any public complaints and make recommendations that would enhance the provision of equal opportunities for ethnic minorities, women, handicapped persons, veterans, older workers and County residents.
C. 
The appointed Affirmative Action Officer shall:
(1) 
Review recruitment procedures and personnel records procedures to identify barriers to equal employment.
(2) 
Work with staff to effectively ensure the appropriateness of recruitment, screening and selection of employees.
(3) 
Review of Atlantic County's Affirmative Action Plan will occur annually with the Affirmative Action Committee. Review will include the following information.
(4) 
Gathering of statistical data identifying female and minority representation in the County population and the County workforce.

 There shall be a Division of Information Technologies, the head of which shall be in the unclassified service. This section shall:
A. 
Coordinate all planning for the utilization of technological resources.
B. 
Develop or cause to be acquired computer programs for appropriate functions of County government.
C. 
Implement the computerization of appropriate County functions.
D. 
Develop, in accord with County policy, interlocal service packages for offering computer services to local municipalities.
E. 
Provide centralized printing services to all County departments.
F. 
Develop, in accord with regulations, and coordinate a central record storage system for all County records.
G. 
Coordinate the provision of telephone services to all County facilities.
H. 
Provide word processing support services to all County departments.
I. 
Provide mail room services to the County Office Building.

A. 
There shall be a Division of Budget and Purchasing, the head of which shall be a member of the unclassified service subject to the advice and consent of the Board of County Commissioners, and who shall be qualified by education, training or experience for the duties of the position.
B. 
Pursuant to N.J.S.A. 40A:11-9a, the Director of the Division of Budget and Purchasing is hereby designated as the Purchasing Agent for the County of Atlantic, and shall be vested with the authority, responsibility and accountability as its contracting agent for purchasing activity, including, but not limited to, the following.
(1) 
Prepare public advertising for bids, and receive bids for the provision or performance of goods or services.
(2) 
Negotiate and award contracts, the cost or price of which contracts awarded in the aggregate in a contract year does not exceed the bid threshold established by N.J.S.A. 40A:11-3.
(a) 
Contracts that are in the aggregate less than 15% off the bid threshold may be awarded by the Purchasing Agent without solicitation of competitive quotations.
(b) 
Contracts which are in the aggregate less than the bid threshold, but more than 15% of that amount, and contracts which are exempt from bidding pursuant to N.J.S.A. 40A:11-5(1), [except for 40A:11-5(1)(a) regarding professional services and 40A:11-5(1)(b) regarding work by employees of the contracting unit] may be awarded by the Purchasing Agent after soliciting at least two competitive quotations, if practicable, and the award shall be made to a vendor whose response is most advantageous, price and other factors considered.
(3) 
Negotiate and award contracts when an emergency affecting the public health, safety or welfare requires the immediate delivery of goods or the performance of services, in accordance with N.J.S.A. 40A:11-6.
(4) 
For contracts for extraordinary, unspecifiable services in excess of the bid threshold awarded by the governing body pursuant to N.J.S.A. 40A:11-5(1)(a)(ii) and N.J.S.A. 40A:11-6a, document efforts to secure competitive quotations or make a written determination that the solicitation of competitive quotations is impracticable.
(5) 
Pursuant to N.J.S.A. 40A:11-12a, award contracts for the purchase of any goods or services under any contract or contracts for such goods or services entered into on behalf of the state by the Division of Purchase and Property in the Department of the Treasury, provided that there are sufficient line item appropriations in the official budget of the County.
(6) 
Award contracts pursuant to the Federal Supply Schedules of the General Services Administration in accordance with the conditions set forth in N.J.S.A. 40A:11-12b and regulations promulgated by the Director of the Division of Purchase and Property in the Department of the Treasury.
(7) 
Administer any Atlantic County cooperative pricing system established for the voluntary use of contracting units within the County, or serve as the joint contracting agent for any joint agreements with the governing bodies of two or more contracting units for the provision of goods and services in accordance with N.J.S.A. 40A:11-11.
(8) 
Send bidder rejection or disqualification notices and serve as the finder of fact for bid rejection hearings conducted to determine a bidder's responsibility, responsiveness or prior negative experience pursuant N.J.S.A. 40A:11-4. The Purchasing Agent's recommendation shall be submitted to the County Executive and the Board of County Commissioners.
(9) 
Perform other related functions as directed by the County Executive.
C. 
If, pursuant to N.J.S.A. 40A:11-9b, the Purchasing Agent meets the criteria established by the Director of the Division of Local Government Services for designation as a "qualified purchasing agent," or is a certified County purchasing agent pursuant to N.J.S.A. 40A:9-30.1 et seq., the purchasing agent may then exercise the following supplemental authority:
(1) 
Negotiate and award contracts, the cost or price of which contracts awarded in the aggregate in a contract year does not exceed the higher bid threshold established by N.J.S.A. 40A:11-3.
(2) 
Administer the competitive contracting process pursuant to N.J. S.A. 40A:11-4.3, 40A:11-4.4 and 40A:11-4.5.
D. 
The Division of Budget and Purchasing shall also perform the following budget functions:
(1) 
Evaluate budget estimates, prepare the comprehensive operating budget and provide ongoing budget management.
(2) 
Evaluate present and future program needs, consider alternative means of meeting such needs and recommend to the Executive new and revised programs.
(3) 
Review existing operations to determine how they may be improved.
(4) 
Review all applications for state and federal funds.
(5) 
Review all expenditure requests for compliance with the budget.
(6) 
Establish, maintain and operate, in accordance with the procedures established by law, a centralized purchasing system for the procurement of materials, contract services and equipment required by any and all County departments and budgeted agencies.
(7) 
Develop and report appropriate unit costs of budget expenditures, in conjunction with the Treasurer.

A. 
There shall be a Division of Facilities Management, the head of which shall be a member of the unclassified service and qualified by training, education or experience for the duties of the office.
B. 
Power and duties. The Division of Facilities Management shall perform the functions of energy, plant, capital and janitorial management and shall:
(1) 
Provide staffing, preventive and general maintenance for all County facilities and energy-efficient operations and cost control and containment for the HVAC plant.
(2) 
Maintain County facilities.
(3) 
Provide for renovation to be performed on County-owned or -operated facilities, including recommending priorities, design drawings and project layout, job costing and resource assignments and recommendations as to whether such renovation should be performed by County employees or outside contractors.
(4) 
Perform all capital programming, except capital planning, from project approval through demolition, and provide contract management on all capital projects and lease management on all rental properties.
(5) 
Provide for the management of janitorial functions and services, whether provided by employees of the County or by contract.
(6) 
Provide for emergency repairs to County facilities as required.
(7) 
Plan for the use of space and office relocation, as necessary
(8) 
Provide recommendations to the County administration for operational and capital energy-saving measures.
