There shall be a Department of Human Services, the head of which shall be a member of the unclassified service. Prior to his or her appointment, he or she shall be qualified by training, education or experience for the duties of the office.

Within the limits of available appropriations, the Department may develop County plans and programs to coordinate health and human services of local government within the County and may offer to the municipalities of the County, under appropriate contracts, such health and human services as any of them may wish to obtain by contract. The Department shall also manage and develop all County hospitals and health institutions and shall supervise and monitor all federal, state and other grants specifically designed for programs and services to be provided under the Department of Human Services.
The work of the Department shall be organized among and within Divisions and Offices designated as follows:

The Office of Support Services.

There shall be a Division of Public Health, whose Director shall be a member of the unclassified service, who shall be qualified by education, training, and experience for the duties of the office. There also may be a Public Health Officer, who shall be qualified by education, training, and experience, and shall hold a license as a Health Officer issued by the New Jersey Department of Health.
A. 
Powers and duties. The Division shall:
(1) 
Provide such certified health services and enforcement activities as listed by the New Jersey Department of Health and as provided for in the provisions of the Local Health Services Act, N.J.S.A. 26:3A2-1 et seq., the County Environmental Health Act, N.J.S.A. 26:3A2-21 et seq., the Solid Waste Management Act, N.J.S.A. 13:1E-1 et seq., and the forfeiture provisions of N.J.S.A. 13:1K-1 et seq., and any amendments and supplements to any of the statutes listed herein.
(2) 
Provide under contract with one or more municipalities such health services as may be agreed, provided that any such contract shall be subject to the authorization and procedural requirements for County contracts generally.
(3) 
Develop and recommend to the department head plans and programs for the improvement of public health services within the County.
(4) 
Administer such programs related to health as are authorized by law, ordinance or resolution for administration by or within the County government.
(5) 
Plan, develop and administer the health programs and activities of interest and benefit to citizens within the County and coordinate such services otherwise made available by federal, state and municipal agencies.
B. 
Local Advisory Council on Alcoholism and Drug Abuse. There shall be a Local Advisory Council on Alcoholism and Drug Abuse within the Division of Public Health as established by § 4-64.10C.

A. 
The Atlantic County Animal Shelter is hereby authorized, in compliance with all statutory requirements and with all rules and regulations promulgated by the State Department of Health, to operate an Animal Shelter for the treatment, quarantine, euthanasia, distribution and any and all other appropriate services regarding stray or lost dogs and cats received by the Shelter.
B. 
No animal shall be released by the Shelter unless all age-appropriate veterinary services, including immunizations, spaying and neutering, have been provided.
C. 
Fees.
(1) 
Adoption:

(a) 
The price for a canine adoption will be $110. This fee includes mandatory sterilization, age-appropriate vaccinations, heartworm tests and implantation of a microchip. The fee will also include a free veterinary visit to a participating veterinarian which must be used within seven days of adoption and two free K9 obedience classes conducted at the shelter.

(b) 
The cost for a feline adoption will be $85, which fee includes mandatory sterilization, age-appropriate vaccinations, feline leukemia/FIV tests and the implantation of a microchip. The fee also will include a free veterinary visit to a participating veterinarian which must be used within seven days of adoption. Each additional feline adoption shall be done at a reduced rate of $42.50.

Employees of the County of Atlantic shall receive a fifty-percent discount.
(2) 
Return policy on adoption:

Within 30 days: no refund or surrender fees.
(b) 
After 30 days: no refund; full surrender fee applies.
(c) 
Twenty-nine days or more: full surrender fee.
(3) 
Surrender fees: (no fees to municipalities):

Dog: $50.
(b) 
Cat: $35.
(c) 
Litter (each): $20 first, $10 second and subsequent.
(d) 
The Society for the Prevention of Cruelty to Animals (SPCA) surrenders shall be on a no-fee basis, unless otherwise ordered by a court of competent jurisdiction.

(4) 
Redemption:
(a) 
Cost per day or any part thereof: $4, plus cost for any medical care provided.
(b) 
Administration fee: $20.
(5)

D. 
Clinics.

(1) 
Authority is given for the Animal Shelter to conduct a spay/day clinic which will be held once during the month of February and will include sterilization, rabies and distemper vaccinations the cost of which will be $50 for a canine (dog) and $25 for a feline (cat).
(2) 
Once a month the Animal Shelter will conduct a microchip clinic which will include the implantation of a microchip and prepaid registration at a cost of $20.
E. 
The Atlantic County Animal Shelter, through its Manager and supervising Division Director, is hereby given authority to run various promotions during the course of any given calendar year which would contain adoption fee incentives in order to promote the adoption of animals being held at the facility. The Manager shall be required to issue a monthly report concerning animal shelter activities to the Division Director.

There shall be a Meadowview Nursing and Rehabilitation Center, the head of which shall be either a Division Director in the unclassified service or a licensed Nursing Home Administrator, who shall be a member of the classified service. Prior to his or her employment, he or she shall be qualified by training, education, or experience for the duties of the office.

B. 
Meadowview Nursing and Rehabilitation Center shall be managed and operated in accordance with all applicable federal and state laws and regulations and in accordance with all County policies and procedures, including without limitation fiscal and personnel policies and procedures.

A. 
There shall be a Division of Intergenerational Services, the head of which shall be in the unclassified service, who shall be qualified by training, education or experience for the duties of the office.
B. 
The Division of Intergenerational Services shall be responsible for the following:
(1) 
Provide information, services and assistance to the elderly and disabled, including the supervision and monitoring of all federal, state and other grants specifically designed to assist the elderly and disabled.
(2) 
Provide information, referrals and special advisory services to the aging and disabled.
(3) 
Provide community health services to the elderly and disabled designed to assist these persons in remaining in their homes rather than becoming institutionalized.
(4) 
Operate nutrition sites and manage eligibility lists for home-delivered-meals programs.
(5) 
Provide homemaker and home health aide services.
(6) 
Provide transportation services for medical and social purposes.
(7) 
Operate the John Cronin Medical Dental Clinic.
(8) 
Provide special child health services.
(9) 
Provide abuse, neglect, exploitation and case management services to the elderly and disabled residents of Atlantic County.
(10) 
Provide legally mandated support services to youth and their families who are involved or are at risk of involvement in the Family Court System.
(11) 
[2]Provide for the operation of the family crisis center and assist families who are experiencing serious difficulties.

(12) 
Develop and provide early identification and intervention programs for students at risk, transitional services for youth, drug and alcohol counseling services and detention diversion.
C. 
Mental Health Advisory Board. There shall be within the Division of Intergenerational Services a Mental Health Advisory Board as established in § 4-64.10D.
D. 
Senior Citizens' Advisory Board. There shall be within the Division of Intergenerational Services a Senior Citizens' Advisory Board as established in § 4-64.10F.
E. 
Disabled Citizens' Advisory Board. There shall be within the Division of Intergenerational Services a Disabled Citizens' Advisory Board as established in § 4-64.10G.

G. 
Youth Commission. There shall be within the Division of Intergenerational Services a Youth Commission as established in § 4-64.11F.
H. 
Office of Support Services. There shall be an Office of Support Services which shall report to and operate under the auspices of the Division of Intergenerational Services. The head of the Office of Support Services shall be a member of the classified service who shall be qualified by training, education or experience for the duties of the office. The Office shall:

(1) 
Establish requirements for the acquisition of all commonly used items within the County.
(2) 
Maintain, operate and supervise the storage and distribution of items, including but not limited to food, medical supplies, paper products and like items.
(3) 
Operate the central kitchen and provide meals for County institutions, the nutrition sites and contracted meal sites.
(4) 
Manage the delivery of meals prepared by the central kitchen to various facilities and the distribution of home-delivered meals.
(5) 
Provide courier services for the delivery of supplies and mail to all County facilities.
(6) 
Consistent with County policy and procedures, the Office shall invoice vendors for the provision of any and all perishable services provided.
