There shall be a Department of Public Works, the head of which shall be a member of the unclassified service, who shall be qualified by training, education or experience for the duties of his or her office. The Director shall be responsible for supervising all of the divisions and offices hereinafter named.

The work of the Department shall be organized among and within the Divisions and Offices designated as follows:

The Division of Roads and Bridges.

There shall be a Division of Roads and Bridges, the Director of which shall be a member of the unclassified service, who shall be qualified by training, education or experience for the duties of his or her office. The Division shall:

Maintain the County road system and perform all those activities necessary to the construction, repair, reconstruction and upkeep of County roads and bridges.

C. 
Maintain County roads and bridges in a clean and safe condition for passage, properly lighted as authorized pursuant to law, free of obstructions and hazards, and shall remove leaves, snow and ice and debris therefrom as required.
D. 
Install, maintain and repair road signs, traffic signs, signals, markers, devices and lines as authorized pursuant to law.
E. 
Operate, maintain and repair public parking areas and facilities acquired by the County pursuant to law.

A. 
There shall be an Office of Mosquito Control, the Superintendent of which shall be a member of the classified service and who shall be qualified by training, education or experience for the duties of his or her office.
B. 
Powers and duties. The Office shall:
(1) 
Have, exercise and discharge the functions, powers and duties of a Mosquito Control Commission as provided by law under the New Jersey Health Statutes, N.J.S.A 26:29-1 through 26:9-31, and any subsequent amendments thereto.
(2) 
Operate a thorough, scientifically based mosquito surveillance program, finding, monitoring and documenting mosquito larval breeding sites, monitoring and documenting adult mosquito populations both before and after control and monitoring mosquito borne viral activity.
(3) 
Based on surveillance, provide cost efficient and environmentally sound mosquito control with the integration of modern mosquito control methodologies, including education, source reduction, biologic control and chemical control.
(a) 
Eliminate mosquito breeding habitat through source reduction. This includes sanitation and water management in freshwater wetlands and saltmarsh mosquito breeding habitats.
(b) 
Employing biological control by introducing fish and other mosquito predators into mosquito breeding habitats.
(c) 
The judicious use of insecticides (larvacides) carefully targeting the juvenile stage of specific mosquito species in their breeding habitats. The application of insecticides targeting adult mosquitoes (adulticides) only when adult mosquito populations reach a significant nuisance level or when the potential for mosquito borne virus transmission to mammals is considered high.
(d) 
Maintaining an ongoing public education program to enhance the public awareness of mosquito control activities and to promote household mosquito prevention activities.

A. 
There shall be a Division of Parks and Recreation, the Director of which shall be a member of the unclassified service and who shall be qualified by training, education or experience for the duties of his or her office.
B. 
Powers and duties. The Division shall:
(1) 
Acquire, maintain and develop, within the limits of available appropriations, public parks, playgrounds and recreation places within the County.
(2) 
Preserve, care for, lay out, construct, maintain and improve any such parks and places for the County or jointly with any municipality or other public body.
(3) 
Have, exercise and discharge the functions, powers and duties of a Shade Tree Commission as provided by law.
(4) 
Preserve, care for, maintain and improve historic sites within and controlled by the County in conjunction with the Cultural and Heritage Advisory Board.
(5) 
[1]Preserve, care for, maintain and develop the John F. Gaffney Greentree Golf Course.

Preserve, care for, maintain and develop the Atlantic County Veterans Cemetery.

C. 
Parks and Environment Advisory Board. There shall be a Parks and Environment Advisory Board, within the Division of Parks and Recreation, as established by § 4-64.10E.

There shall be within the Department of Public Works an Office of Fleet Management. The Office shall have the responsibility for the repair, maintenance and management of all County vehicles and shall operate the County garage.
