There shall be a Department of Family and Community Development, the head of which shall be a member of the unclassified service, who shall be qualified by education, training or experience for the duties of the office. The Department of Family and Community Development shall be responsible for the administration of all service areas providing direct economic support services to individuals and families and shall act as a contact agency for those other governmental and nongovernmental agencies which provide such services.
The work of the Department shall be organized among and within the Divisions and Offices designated as follows:
A. 
The Division of Economic Assistance.
B. 
Family Development Program.

[1]Human Services Advisory Council. There shall be within the Department of Family and Community Development a Human Services Advisory Council as established in § 4-64.11E.

A. 
There shall be a Division of Economic Assistance, the head of which shall be the Director, who shall be a member of the classified service as required by federal and state law and who shall be qualified by education, training or experience for the duties of the office.
B. 
The Division shall have, exercise and discharge all the functions, powers and duties of a County welfare board, including:
(1) 
Income maintenance services.
(2) 
Administration of food stamps.
(3) 
Home energy assistance program.
(4) 
Emergency services to the homeless.
(5) 
Implementation of Work First New Jersey.
