The following agencies are not allocated among
or within departments:

To the extent that these Boards are supported
by County appropriations, they shall be subject to County direction
and supervision with respect to programs, functions, powers and duties
as may be otherwise provided by law and shall be subject to the requirements
of the Charter and this chapter and code and follow standard County
procedures as to budgetary matters, central data processing services,
financial and accounting controls, personnel management and central
purchasing. These Boards shall retain the right to appoint and dismiss
their own personnel subject to budgetary considerations and personnel
procedures.
