A. 
There shall be no user fee assessed to the public safety agencies of municipalities within Atlantic County that have been authorized to participate in the ACRN by the ACRN Administrator.
B. 
Other agencies, entities and organizations, including but not limited to Boards of Education, authorities, corporate entities, such as hospitals (for profit and nonprofit), state agencies, federal agencies and municipalities outside of Atlantic County that are authorized to participate in the ACRN by the ACRN Administrator, shall not be required to pay a user fee, provided that the Atlantic County Office of Emergency Preparedness Director has determined that such agency, entity or organization has sufficiently committed to participate, assist or support the County's ability to respond to public emergencies, in a manner that is deemed necessary and sufficient for the County's anticipated emergency preparedness needs. Such participation may include but is not limited to proof of mutual aid agreements or other memoranda with the County or other ACRN participants. Otherwise, any such agencies, entities or organizations approved to participate in the Atlantic County Radio Network shall be subject to an assessment of a user fee of $20 per subscriber radio, per month, for permission to participate in the Atlantic County Radio Network.
