A. 
Except as provided below in Subsections C though F, County parks shall open at 7:30 a.m. All activities in County parks shall cease, and County parks shall close 1/2 hour after sunset (the time when the sun is no longer visible on the western horizon), at which time all persons shall exit County park property. The surface waters of Lake Lenape shall be deemed County park property, subject to the above-stated hours of operation.
B. 
No automobile shall be parked, stored, abandoned or otherwise remain within any County park after the closing time specified above, except as may be permitted below in Subsections C through F, or as may be authorized by a valid County vehicle permit.
C. 
Any person with a valid camping permit shall be permitted to remain in the designated County park camping site, provided that such person shall comply with all County park rules that govern overnight camping. Automobiles of persons with a valid camping permit shall be parked overnight as directed by the County Parks Director or his designee.
D. 
Special application may be made to the County Parks Director or his designee to extend the hours of operation. Any extension of hours of operation shall be subject to issuance of a permit authorizing extended hours for authorized operations.
E. 
The Public Safety Supervising Chief Ranger or his designees shall be permitted to further restrict hours and access due to severe inclement weather, including, but not limited to, flooding, fire, storm or environmental conditions which, in the opinion of the Supervising Chief Ranger, interfere with safe access, operation or use of County parks.
F. 
The restrictions in this section shall not apply to persons who are authorized by the County to operate or use the Catering Hall at Lake Lenape East.
No person shall advertise any show, service, object, merchandise or other thing or post any signs on County property except in designated locations and with the written approval of the Division Director.
In order to ensure the efficient use of County parks areas, no person may distribute literature or solicit contributions in parks areas without written confirmation by the Division Director of the time and place of the activity. Leafletting and solicitation are subject to reasonable regulation of time and place by the Division.
No person shall sell or offer for sale any object or merchandise or any other thing in County parks areas except with the written permission of the Division Director granted in conjunction with an official park activity or pursuant to a contract with the County or as otherwise permitted by law.
No person shall cause or permit any animal owned by him or her, in his or her custody or under his or her control to go or be in a County parks area, except a service animal or a household pet when restrained by a leash not exceeding six feet in length or a horse ridden or pulling a vehicle in an area designated therefor and under proper control. Any animal found at large may be seized and dealt with as a stray.

No person shall allow or encourage any animal to defecate in, on or around grass or landscaped areas or any footpath or walk or any drive on County property. In the event that an animal does defecate on County property, the person accompanying the animal shall clean up and properly dispose of all feces. “County property” shall include any land, water or building owned by and controlled or leased, occupied and controlled by the County, including any land or water used for recreation or conservation purposes, and any street, road, highway, alley, sidewalk or other right-of-way.
No parent, guardian or custodian of any minor shall permit or allow the minor to do any act which violates state, County or local laws, rules or reputations in County parks areas.
A. 
No person shall damage, deface, tamper with, injure, remove or have in his or her possession any facility, property, vehicle, material, object, equipment, vegetation or wildlife which is owned, used by or under the jurisdiction of the County or Division.
B. 
Persons holding valid permits and/or licenses, such as hunting and fishing licenses, may act within the confines of the rules regulating such activities without violating this section.
No person shall discharge into or leave in the waters of County parks areas or any tributary, brook, stream, storm sewer or drain flowing into said water anything which may or does result in the pollution of the water.
No person shall dispose of any refuse, rubbish or offensive matter of any kind within County parks areas except in the appropriate receptacles provided therefor. Where recycling containers are provided, all refuse must be sorted and deposited in the correct container. Special rules for specific areas may apply.
No person shall interfere with another person's peaceable use of County parks areas. No person shall engage in the following in County parks areas:
A. 
Addressing unreasonably loud, offensive or abusive language to another person in reckless disregard of the probability that doing so will offend the sensibilities of the hearers.
B. 
Throwing of missiles or other dangerous objects.
C. 
Obstructing of any right-of-way.
D. 
Lewd, obscene or indecent acts, including but not limited to public nudity.
E. 
Any activity which violates the civil or criminal laws of the State of New Jersey.
F. 
Golfing, including putting or driving, archery, discharges of firearms, fireworks, use of paint ball guns and other discharges of projectiles, except in areas where such activities are specifically permitted and authorized.

No person shall feed any wildlife on County property. “County property” shall include any land, water or building owned by and controlled or leased, occupied and controlled by the County, including any land or water used for recreation or conservation purposes, and any street, road, highway, alley, sidewalk or other right-of-way.

A. 
No person shall possess, dispense, consume, sell, distribute, use, deliver or bring any alcoholic beverage within any County parks area or facility except as follows:
(1) 
As may be permitted in connection with a licensing agreement to use and operate the Catering Hall at Lake Lenape Park East as set forth in this chapter;
(2) 
As may be permitted in connection with a special event at Lake Lenape Park East, for which the serving of alcohol has been approved as set forth in this chapter; or

(3) 
In certain other specified facilities, as may be provided by County ordinance.
(4) 
As may be permitted pursuant to a licensee or concession agreement duly authorized by the County of Atlantic concerning use and operation of facilities located within the boundaries of the John F. Gaffney Golf Course, including the Green Tree Grill restaurant located at the clubhouse, together with the attached deck and patio areas; within the area designated for an event tent; or by cart service provided to golf course patrons by the operator of the Green Tree Grill restaurant, within the grounds of the golf course. Special events may also be conducted pursuant to a license agreement that has been duly authorized by the County.

B. 
Any person seeking permission to possess, dispense, distribute, consume, sell, deliver, bring or use any alcoholic beverage within any of the above locations shall comply with the requirements of the New Jersey Alcoholic Beverage Commission and the provisions of this chapter.
No person shall cause or allow a fire to be lit or burn in a County parks area except in designated areas. All fires must be attended by a responsible individual of at least 16 years of age.
No person shall disregard or disobey the directive of any authorized officer or employee of Atlantic County issued in the performance of his or her duty.
The head of the Department is authorized to post both temporary and permanent regulatory signs for the purpose of advising the public of any rule or regulation or prohibition concerning County parks areas. No person shall disregard or disobey the directives contained on signs posted by the Department.
If, in the discretion of the Department or Division, conditions exist which have created or can create a threatened or imminent danger to the public health, safety or welfare, the Division may prohibit access to all or part of a County parks area and take whatever steps may be necessary to protect the public and County property from damage.
Regulations governing specific areas and activities may be more restrictive than these general provisions and take precedence over any general rules or regulations for the areas or activities covered.
The department head and/or Division Director may promulgate rules and policies to implement the provisions of this chapter and provide for the efficient and safe management of the County parks system.

Mechanical electric power generators shall not be permitted within any County park property, except for personal use by persons who possess a valid County camping permit or other special use permit which includes or requires electrical power generation.
