This chapter is declared necessary in the general interest of the public and has for its purpose the protection of the people, their property and rights. It is intended to promote the general public safety and welfare and is enacted under the applicable laws of New Jersey, together with the general police powers either specifically granted to municipalities or reserved to the people by constitutional mandate or otherwise.
Because the acts of persons as hereafter described do or may injure the rights of others, the following requirements are hereby imposed and declared necessary for the general protection of the public:
A. 
It shall be unlawful to dress, undress, change clothing or sleep in any type of motor vehicle or other type of vehicle except in a house trailer lawfully parked in a trailer park.
B. 
The playing of baseball, football, hockey or any type or kind of game on the public streets running northeast and southwest is hereby prohibited.
C. 
No person shall urinate, defecate or expectorate in any public place or private place within public view or in any other place open to and used by the public or outdoors upon any private property within the Borough of Barnegat Light. For the purposes of this subsection, as same pertains to urinating and defecating, there shall be a rebuttable presumption this subsection was violated by a person who is in close proximity to what appears to be fresh urine and/or feces in the area and such person is in the process of disrobing, dressing or otherwise adjusting his or her clothing.

D. 
It shall be unlawful for any person to operate any personal rolling equipment, such as a skateboard, rollerblade, scooter, bicycle, or similar vehicle operating on wheels, whether or not motorized, on any of the Borough improvements or facilities, including but not limited to the Borough pavilion, gazebo, ramps, or similar facilities. This restriction shall not apply to the Borough skatepark, nor shall it apply to the use of handicap assistance equipment (walkers or wheelchairs for handicapped individuals).

It is unlawful to act or speak in a loud, indecent, obscene, offensive or lascivious manner on the public streets or public area or place to which the public has access.

A violation of this chapter shall be punishable as provided in Chapter 1, General Provisions, § 1-15.
