As used in this article, the following terms shall have the meanings indicated:
GROUP OF MINORS
Three or more individual persons, each under the age of 18 years, acting together for the purpose of occupying a room, apartment, cottage or house.
No room, apartment, cottage or house in the borough shall be rented to, by or for any group of minors unless and until the following regulations have been complied with:
A. 
Every group of minors, when occupying a room, apartment, cottage or house, shall be under the direct, immediate and personal supervision of a parent or guardian of one of the minors in the group or a competent adult person having charge of and being responsible for the proper conduct of the minors. No person shall be considered a competent adult person unless he shall exceed by 10 years the age of the oldest person of the group of minors.
B. 
Before any room, apartment, cottage or house is occupied by a group of minors, the parent or guardian or adult person, as the case may be, referred to Subsection A shall report to the Police Department or Borough Clerk and register for the group of minors in his custody the name and address of the parent, guardian or adult person having charge of such group of minors and the names and addresses and parents of each of such minors.
C. 
No landlord, realtor or owner of any room, apartment, cottage or house shall permit the same to be occupied by any group of minors unless the provisions of Subsection A and B above have been complied with.
D. 
No landlord, realtor or owner of any room, apartment, cottage or house shall permit the same to be occupied by or used for any group of minors unless and until a lease, in writing, is signed for the minors by a parent or a guardian of one of the minors in the group or by a competent adult person having charge of the group of minors and being responsible for their proper conduct.
E. 
No lease shall be sublet or signed for use by a group of minors unless and until the provisions are made and carried out as to the subletting or assignment as provided above for the original lease.
F. 
No parent, guardian or adult person shall have charge of a group of minors for the purposes stated herein who shall have a criminal record.
A violation of this article shall be punishable as provided in Chapter 1, General Provisions, § 1-15.
