There shall be a Department of Community Affairs,
the Chairman of which shall be a member of the Council and designated
by the Council. Under the supervision of the Chairman, the Department
shall assume responsibility for and carry out senior citizens programs,
celebrations of public events, Borough publicity and public relations,
coordination of service clubs, cultural programs, civic award programs,
social services, transportation, and the work study program. In the
discretion of the Council, the Chairman or any member of the Community
Affairs Committee shall act as liaison to the Rent Leveling Board,
the Public Assistance Board, the Board of Adjustment and the Library
Board.
Within the Department of Community Affairs there
shall be a Division of Building Inspection, the head of which shall
be the Building Inspector. The Building Inspector shall be appointed
by resolution of the Mayor and Council. The Building Inspector shall
be the Zoning Officer of the Borough. He shall further be responsible
for the enforcement of the Building Code of the Borough. He shall
issue building permits and certificates of occupancy. He shall perform
such other and further duties as shall be specified by the Mayor and
Council and by the statutes of the State of New Jersey. There shall
be appointed from time to time such assistant building inspectors
and housing inspectors as the Borough Council may deem appropriate
and necessary. The Building Inspector shall report directly to the
Municipal Administrator and the Chairman of the Department on a monthly
basis.
