A. 
The owner or owners, tenant or tenants of lands abutting or bordering upon the sidewalks of the public streets, avenues and highways in the Borough of Berlin shall remove or cause to be removed from the sidewalks in front of or bordering on their said lands all weeds and high grass within 12 hours after notice given by the Street Commissioner or officer having charge of the streets and highways of said Borough to remove or cause to be removed such weeds and high grass, it shall be the duty of the Street Commissioner or officer having charge of the streets and highways of said Borough to remove or cause to be removed such weeds and high grass from the sidewalks in front of or bordering on said land.
B. 
The owner or owners, tenant or tenants of lands within the Borough of Berlin, or any other individual or entity, are prohibited from planting trees of any kind in the area between sidewalks and curbs in the Borough of Berlin.
The cost paid and incurred by such officer for removing such weeds and high grass from the sidewalks shall be by him certified to the Borough Council, which shall examine such certificate and shall cause the cost as shown thereon to be charged against the lands abutting or bordering such sidewalk, and the amount so charged shall forthwith become a lien upon such lands and shall be added to and become and form part of the taxes then next to be assessed and levied upon such lands, and shall be collected and enforced according to law.
Such owner or owners, tenant or tenants, for every neglect or refusal to comply with the provisions of this article, shall also forfeit and pay a fine of not more than $50.
