The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police officer or official traffic control device.

The parking of vehicles is hereby prohibited on all highways and streets within the Village of Angola between the hours of 12:00 midnight and 7:00 a.m., beginning November 1 and ending April 1 of each year.

The standing of vehicles except taxicabs is hereby prohibited in any of the following locations: on the west side of North Main Street from a point 35 feet north of the north curbline of Center Street to a point 70 feet north of the north curbline of Center Street, a distance of 35 feet.
C.
The standing of vehicles except buses is hereby prohibited in any of the following locations:

On the west side of North Main Street from a point 110 feet north of north curbline of Center Street to a point 145 feet north of north curbline of Center Street, a distance of 35 feet.

On the east side of North Main Street from the north curbline of Center Street and 55 feet north of the north curbline of Center Street.

A.
Parking of inoperable vehicles on all highways and public parking lots within this Village for more than three hours is prohibited.
B.
For purposes of this section, an "inoperable vehicle" is a vehicle which, by reason of its mechanical condition or otherwise, is incapable of being operated lawfully upon the highway.
No person shall park a vehicle upon any of the streets or parts thereof described below, except at the angle designated:
